Health/Safety/Environmental (HSE), Coordinator – Job Description

Exempt Position

Reporting Structure: Director – HSE 

Summary Of Responsibilities:

Assists the HSE Director to ensure that all employees in Noble Casing, Inc., Noble Drilling, LLC., and Noble Trucking LLC. (Hereby together referred to as Noble) are provided the appropriate HSE training, appropriate tools, and HSE leadership required to stay safe and healthy while working at Noble. The HSE Coordinator must collaborate with managers at all divisions to ensure all employees are provided with the training and tools required to be held accountable for positive HSE results, and able to carry out their HSE duties. HSE Coordinators are expected to implement actions to reduce potential risks as low as reasonably practicable for all locations and provide back-up as required for the Employee/On-Boarding Safety Training at all Noble locations to ensure accurate and compliant training material is created, maintained, and delivered to new and existing employees. 

Primary Responsibilities

  • Promotes a positive      HSE learning culture within the business to reduce risks and ensure a safe      and compliant work environment exists for all Noble employees.
  • Ensures appropriate      risk assessments are conducted and corrective actions are implemented in a      timely fashion to minimize or eliminate personnel injuries, and      environmental impact that may cause harm to employees, customers,      contractors, visitors, and/or damage property/equipment belonging to Noble      or its customers.
  • Supports the      development and administration of Casing, Drilling and Trucking HSE      procedures, programs, and forms as required.
  • Ensures HSE      recordkeeping and data integrity for all Noble locations to provide the      business with accurate reporting and metrics/KPI’s to support Noble and      industry HSE initiatives. 
  • Monitors the company's safety standards in accordance with OSHA and state regulations.
  • Assists with demonstration, testing and servicing of PPE equipment and systems.
  • Observes workers and evaluates job activities to determine use of prescribed safety equipment such as glasses, helmets, goggles, respirators, clothing, harnesses, and other equipment.
  • On a monthly basis or as needed, inspects fire suppression equipment, emergency lighting, emergency shower and eyewash units and first-aid supplies.
  • Conducts facility and customer safety audits/inspections and documents results and works with HSE Director to close-out any action items.
  • Investigates and creates reports for injuries, accidents, incidents and near misses to identify cause and preventive safety measures for incorporation into the safety program.
  • Assist in root cause analysis for incidents, accidents, and near misses, and complete a root cause analysis report.
  • Conducts trend analysis, audits, and site inspections of operational procedures, facility design, equipment, and materials.
  • In events of emergency act accordingly to initiate appropriate response to hazardous material and waste situations

· Comply with state and federal regulations for handling, storage, disposal, transport etc. of hazardous materials and waste.

  • Supports the      HSE Director in resolving and closing out Corrective and Preventive      actions to facilitate HSE compliance and performance.
  • Practices      safe work habits and complies with all quality, safety, health and      environmental policies, procedures, programs and regulations.
  • Supports      Noble entities to administer driver evaluation and testing as requested.

· Travel to support Noble locations as requested.

Secondary Responsibilities

  1. Provide back-up support to Safety Training Coordinator(s) as required.
  2. Assist DM’s and Op’s Mgr.’s in scheduled facility walk-throughs to identify potential risks and hazards and note findings
  3. Provide personal coaching as appropriate.
  4. Special projects or assignments      as directed by management. May be required to transport and/or assist in      the transport of employees for treatment, scheduled/unscheduled drug      tests, etc.

Supervisory Responsibilities

This position has no supervisory responsibilities.

Requirements

Health/Safety/Environmental (Hse), Coordinator

Experience Requirements

  • Minimum      of 3 years direct HSE experience.
  • Minimum of 3 years of experience      of HSE functions and philosophies in the oil and gas, manufacturing and/or      field service environment.
  • Basic knowledge of state and      federal regulatory requirements.
  • Minimum of 1 years of experience      conducting CDL driver training and evaluations (i.e., fitness for duty).
  • Minimum of 1 years experience conducting HSE audits.
  • Minimum of 1 years of experience teaching HSE related topics and/or classes.
  • Minimum of 1 years of experience working with ERP systems is desired.
  • Proficient in Microsoft Office Suite (Outlook, PowerPoint, Word and Excel)
  • Must be able to travel on a periodic basis for support of Noble operations in the field, and perform audits as required.

Travel Requirements

· Approximately 25% travel required to provide initial and ongoing support for HSE activities in various Noble locations.

Qualifications

Documentation Development, Control & Record Keeping; Data Analysis & Reporting; Human Performance, Incident/Accident Investigations; Injury Case Management; Behavior Based Safety, HSE Training, Development & Implementation; Environmental Aspects, Hazard Identification, Knowledge of Regulatory Compliance Analysis; HSE Management System Audits, and HSE Compliance Audits.

Education And/Or Experience

· Bachelor’s degree (BS) in technical field (engineering/science, environmental science, industrial hygiene, occupational safety and health sciences) is desired.

Language Skills

Effectively communicate with HSE representatives and employees in order to establish a good working rapport. Ability to effectively present information and respond to questions from groups of employees, managers, customers, and the general public. Bi-lingual languages are desired.

Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions in written or oral form. Able to comprehend industry safety requirements.

Certificates, Licenses, Registrations (Desired and/or Preferred)

· Certified Safety Professional is desired, but Certified Occupational Safety Specialist is acceptable as well.

· Cpr

· First-Aid Certification

· Valid Driver’s License
