DISTINGUISHING FEATURES OF THE CLASS: The work involves planning, developing, coordinating and managing scheduling programs and payroll functions for the Department of Nursing at the Erie County Medical Center Corporation. The incumbent supervises and coordinates Nursing scheduling, payroll preparation, recording and reporting requirements and other related activities of the Staffing Office. Work is performed under the direct supervision of higher level Nursing Administrative Staff with leeway to exercise independent judgment in the application of scheduling and payroll policies and procedures within the Nursing Staffing Office. Supervision is exercised over lower level staff of the Nursing Staffing Office. Does related work as required.
TYPICAL WORK ACTIVITIES:
Develops, organizes and manages scheduling programs for the Department of Nursing;
Develops and maintains the utility functions and databases for scheduling programs within the Department of Nursing;
Develops, implements and maintains the Policy and Procedure Manual and user education materials for the scheduling and payroll systems;
Assists in the development, testing and implementation of scheduling plans; monitors technical maintenance and interface functions within the scheduling system;
Designs and conducts educational and support programs;
Creates and recommends scheduling program processes;
Evaluates vendor supplied software and recommends the purchase of products appropriate to the needs of user groups;
Consults and coordinates with users and report recipients regarding the utilization of scheduling information; identifies problems and develops resolutions;
Inputs and edits employee schedules and reviews time reports on a daily basis;
Investigates time and attendance issues on a daily basis and recommends corrections;
Summarizes pay period discrepancies and provides guidance to Unit Managers for end of pay period final sign-off;
Monitors employee benefit accruals, overtime assignments, FLMA claims, Worker’s Compensation claims and other issues regulated by collective bargaining agreements to assist Unit Managers with appropriate staffing, discipline and timekeeping;
Performs and communicates the result of internal audits of payroll/timekeeping systems and their related activities;
Supervises timekeepers, including hiring, interviewing, training, planning, assigning and directing work and issuing disciplines;
Monitors data entry into scheduling system and supervises payroll processing ensuring appropriate downloads within the guidelines placed by the Department of Nursing;
Coordinates and maintains the entry of information for new employees and updates related information in the required databases;
Retrieves and compiles reports.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of automated time and attendance, scheduling and payroll systems; good knowledge of nursing staffing procedures; good knowledge of hospital operations, organization and administrative procedures; ability to read, understand and follow complex materials such as union contracts and facility policies and procedures; ability to train others: ability to define problems, collect data, establish facts and draw valid conclusions; ability to communicate effectively, both orally and in writing; ability to use computer applications such as spread sheets, word processing and email; ability to understand and follow detailed instructions; ability to maintain a calm demeanor under stress and deadlines; resourcefulness; physically capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
A) Completion of sixty (60) semester credit hours from a regionally accredited or New York State registered two (2) or four (4) year college or university and three (3) years of general office experience, two (2) years of which included scheduling and payroll processing experience; or:
B) Graduation from high school or possession of a high school equivalency diploma and five (5) years of general office experience, two (2) years of which included scheduling and payroll processing experience.
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
