The Sr. Director Waiver Strategic Initiatives is responsible for the strategic direction, operational management and regulatory compliance of programs funded by Medicaid Waivers and applicable IDD settlements (such as Olmstead and Samantha R). This includes ensuring regulatory compliance, promoting person-centered services, optimizing operational performance, managing budgets, and supporting staff development.
Reporting to the Sr. Vice President Care Management, the Sr. Director Waiver Strategic Initiatives plays a key role in shaping service delivery to improve quality of life and outcomes for individuals served by Alliance Health. This position will participate in strategic planning as a member of the Clinical Operations senior leadership team.
This position will allow the successful candidate to work a schedule that will be primarily remote. While there is no expectation of being in the office routinely, they will be required to report to the Alliance Home Office (Morrisville, North Carolina) for business meetings as required.
Responsibilities & Duties
Strategic Leadership and Program Management
- Provide senior leadership level oversight and direction for all waiver services and applicable IDD settlements at Alliance
- Ensure that all programs operate in strict compliance with federal, state, and local regulations/settlements and waiver requirements, as well as organizational policies and procedures
- Develop and monitor program budgets, ensure financial sustainability, and identify areas for growth or cost savings
- Lead, mentor and supervise program directors and clinical managers to maintain high standards of care and operational excellence
- Set goals for performance and deadlines in line with organization goals and vision
- Advocate for the needs and rights of individuals served, ensuring person-centered practices and services
- Act as the primary liaison to NC DHHS, attending required meetings and advocating for the organization and its member’s interests
- Other duties as assigned
Programmatic and Operational Oversight and Compliance
- Collaborate across the Clinical Operations departments to ensure a cohesive and well-coordinated strategy to whole person care is achieved for the members served
- Drive implementation of evidence-based practices, trauma-informed care and member-centered planning
- Assure that all PHP, PIHP, IDD settlements and applicable waiver program contractual requirements related to care management for individuals identified as having specialty behavioral health care needs are met
- Establish and oversee internal audits, quality assurance and performance improvement systems and initiatives to monitor service effectiveness and member outcomes
- Track and report on program metrics, outcomes and key performance indicators and ensure value-based performance
- Establish and maintain audit and accreditation readiness
- Develop and monitor program dashboard and respond to risks identified
- Stay informed about policy changes, funding opportunities and best practices in waiver services and applicable IDD settlements
Team Leadership and Development
- Hire, develop and motivate a high performing team to meet organizational goals and objectives while effectively managing change
- Effectively communicate feedback and provide ongoing coaching and mentoring to staff and support a learning environment to advance team skills and professional development
- Foster a high-performance culture
- Cultivate and encourage efforts to expand cross-team collaboration and partnership
Financial Management
- Developing and managing program budgets and analyzing financial data for cost-effective strategies
- Support financial forecasting, funding proposals, and new service development budgets
Minimum Requirements
Education And Experience
Master’s degree in social work, Public Administration, Health Services, Human Services or related field and five (5) years of experience in a community, business, or governmental program in health-related fields, social work, or education, including four (4) years of supervisory, consultative or administrative experience. Must have demonstrated experience overseeing care management programs for individuals with intellectual and developmental disorders, and experience overseeing care management programs for individuals served under a Home and Community Based Services waiver.
Or
Bachelor’s degree in Nursing from an accredited college/university with RN license and seven (7) years of experience in a community, business, or governmental program in health-related fields, social work, or education, including four (4) years of supervisory, consultative or administrative experience. Must have demonstrated experience overseeing care management programs for individuals with intellectual and developmental disorders, and experience overseeing care management programs for individuals served under a Home and Community Based Services waiver.
Preferred:
Clinical license (LCSW, LCMHC, LPA, or LMFT) preferred with master’s degree option. CCM Certification preferred.
Knowledge, Skills and Experience
- Knowledge of Medicaid waiver rules, compliance requirements, and service models
- Knowledge of IDD settlements such as Olmstead and Samantha R
- Thorough knowledge of whole person care and population health approaches to care management
- Use of Microsoft Office products and knowledge of data analytics programs and reporting
- Experience with budget management, contract compliance and policy development
- Leadership, communication and organizational skills
- Demonstrated ability to lead through change, manage complex systems and inspire teams
- Knowledge of person-centered planning and trauma-informed care
- Experience working with accreditation bodies
- Experience managing multi-site or statewide service delivery
Salary Range
$135,630-$183,101/Annually
Exact compensation will be determined based on the candidate's education, experience, external market data and consideration of internal equity.
