Position Overview

RFA Practice Leads, along with all RFA Vice Presidents, Senior Advisors & Managing Directors/Executive Directors, are accountable for ensuring that RFA achieves its outcomes - in all impact focus areas (policy, practice, dollars shifted, access, and outcomes) across all levels of government (federal/state/local).

The Vice President and Local Practice Lead is specifically accountable for helping RFA meet its local goals of shifting government dollars toward what works, replicating effective solutions, and building evidence/data capacity so that local governments can make better decisions for decades to come.

This is a full-time, exempt position, based in a home office anywhere within the U.S.

Position Reporting Relationship

The Vice President and Local Practice Lead reports to RFA’s Co-Founder and CEO, Michele Jolin.

Position Responsibilities

Function/Business/Practice Leader  [50%]

  • Develop, oversee, and be accountable for effective delivery and impact of RFA’s shifting dollars technical assistance provided to local governments for budget, grantmaking, and procurement officials, in coordination with other RFA teams (What Works Cities, State Practice; Federal Practice) 
  • Lead and accelerate team progress towards RFA’s goals to enlist local governments nationwide to shift dollars to what works, replicate solutions that work, and build evidence/data capacity.   This includes ensuring the team is tracking and reporting on progress toward these goals.
  • Work alongside the Federal Government Practice Leads/VP and the State Government Practice Lead/VP to ensure that RFA aligns with strong service delivery across levels of government.

External Relationship Management [25%]

  • Fundraising  
  • In partnership with RFA’s VP of Development, identify new and cultivate existing funder relationships; collaborate on developing new grant proposals.  
  • Participate in internal and external funder meetings
  • Strategic Communications  
  • Represent RFA at public events and in external meetings with senior-level local government and nonprofit stakeholders.
  • Proactively identify opportunities with RFA’s VP, Strategic Communications, to broaden RFA’s sphere of influence to expand the value, credibility, and reach of RFA’s public sector expertise and as a national leader in the work to make investing in what works the “new normal” at the local government level.

Team Oversight and Organizational Leader [25%]

  • Oversee the work of the Local Practice team and be accountable for ensuring it achieves its annual local government goals, including shifting dollars toward what works, replicating solutions, and enhancing evidence/data capacity. 
  • Ensure local team executes on routine internal performance management and continuous quality improvement, and internal/external reporting deadlines (using Salesforce)
  • Build a strong team culture and model effective people management/growth oversight.
  • Ensure the Local Practice team meets year-round grant reporting milestones and delivers the required deliverables. 
  • Develops and is overall accountable for the Local Practice Team’s annual budget and grant budget management, including monthly P&L reviews, budget variance analysis, and mid-year re-forecast budgeting decisions
  • Serve as an enterprise leader, championing diverse teams and modeling RFA’s values and inclusive culture.  

Experience, Competencies, and Qualifications

The ideal candidate will have the following qualifications, as well as an alignment with Results for America’s mission and organizational values:

Professional Experience and Qualifications

  • 15+ years of relevant work experience and a Bachelor's degree 
  • Required: At least 6 years of work experience as an employee within local government and/or other levels of government, with priority given to those with experience in local government budgeting and/or senior-level responsibility for grant-making or procurement in a local government agency
  • Required: At least 8 years of experience directly supervising multiple full-time staff.
  • Thorough understanding of local government funding levers, specifically the prioritization of outcomes and evidence in local government budget, grantmaking, and/or procurement systems; 
  • Prior experience cultivating funders and achieving fundraising targets
  • Prior history overseeing entire department/program, including budget accountability and leading multi-level teams to successful outcomes
  • Tech stack: Google Suite; Slack, Salesforce, and Asana.

Salary And Benefits

Results for America offers a compensation package that includes:   

  • A competitive base salary commensurate with relevant work experience; and
  • A benefits package that includes choice in medical plans, dental/vision coverage, paid time off, and a 403b retirement plan with employer contribution.  

The salary range for this position is $203,056 - $267,740.

New hires are typically brought into the organization at a salary between the minimum and the midpoint of the salary range, depending on qualifications, internal equity, and the budgeted amount for the role.
