Senior Program/Project Portfolio Manager – Eastern Europe (EMEA)

Role Overview

As a Senior Program/Project Portfolio Manager, you will lead a diverse portfolio of strategic initiatives across Eastern Europe, ensuring alignment with IQVIA’s global objectives and regional stakeholder needs. This role demands a seasoned leader capable of navigating complex project landscapes, driving operational excellence, and fostering cross-functional collaboration in a highly matrixed, international environment.

Key Responsibilities

  • Portfolio Leadership: Oversee a portfolio of regional and cross-border projects, ensuring delivery against timelines, budgets, and strategic portfolio goals. Work closely with senior leadership to ensure seamless integration of regional efforts into broader strategic frameworks.
  • Stakeholder Engagement: Act as the primary liaison for commercial, production, and technology stakeholders across Eastern Europe, ensuring effective communication and timely issue resolution.
  • Operational Oversight: Monitor and report on budgets and project progress, manage staffing allocations, and ensure resource optimization across programs. Translate business priorities into actionable technology roadmaps and delivery plans.
  • Governance & Compliance: Ensure applicable regulations (globally or locally) are appropriately considered and proactively coordinate with applicable internal functional units as needed.
  • Team Leadership: Provide guidance to junior project managers and analysts, shaping deliverables and interpreting outputs in complex project environments.

Candidate Profile

  • Substantial experience in program/project management, with proven success in managing cross-functional teams and complex technology programs. Proficiency managing projects in standard PM tools like Atlassian suite (Jira, Confluence)/ Smartsheets and similar.
  • Expertise: Strong background in healthcare/ life sciences and/ or software development preferred. Familiarity with Eastern European stakeholder dynamics is essential, with healthcare and data ecosystems a benefit.
  • Education: Bachelor’s or Master’s degree in IT, Business, or related field.
  • Skills & Competencies: Strong understanding of data platforms, ETL pipelines, and cloud technologies (Azure preferred). Excellent communication and stakeholder management skills. Ability to navigate matrixed organizations and influence without direct authority. Advanced proficiency in stakeholder management, budget oversight, and strategic planning. Agile/Scrum and PM certifications are a plus.
  • Languages: English fluency required; additional Eastern European languages are an asset.
  • Mobility: Willingness to travel within EMEA as needed.
