The Leidos Digital Modernization Sector has a career opportunity for a Regional Manager covering the NORTHCOM, SOUTHCOM, and INDOPACOM Geographic Combatant Commands. This position will be a remote (telecommuter) position with a preferred location in the Washington/Metro Area (WMA), as customer visits may be required. This is an exciting opportunity to use your experience helping the Department of Defense track its most critical logistics assets during peacetime and wartime leveraging the globally deployed, US Army sponsored RF-ITV system.
The RF-ITV system provides last known location and in-box visibility for military shipments (cargo, supplies, troop movements) that have active RF and/or satellite / cellular tags attached to pallets, containers, or equipment. The objective of the contract is to provide Operations and Maintenance (O&M) of the NIPRNet and SIPRNet system enclaves to include CONUS and OCONUS field support around the world.
Primary Responsibilities
- Supervise a technical team of 11 Field Service Engineers (FSE) located throughout the NORTHCOM and INDOPACOM regions.
- Support Leidos RF-ITV IV Annual Operating Plan (AOP) Objectives as set forth by Program Manager.
- Provide technical management, process improvement guidance and oversight on all regional mission activities and mentor direct reports on tasks to include quality expectations.
- Plan/organize workload of subordinates considering project objectives, priorities and resources.
- Work with direct reports on performance/career development plans and ensuring employee goals align with the client’s mission and the organization’s vision.
- Hire qualified staff throughout the theaters to include Status of Forces (SOFA) technically qualified candidates in INDOPACOM.
- Provide technical expertise and support to the program organizations (e.g., Global Operations, Engineering, Information Assurance, and Help Desk). Work with customer organizations (e.g., PL LIS, FORSCOM, NORTHCOM, SOUTHCOM, USARPAC, INDOPACOM and various Department of Defense commands) on In-Transit Visibility (ITV) operational objectives.
- Oversee FSE activities to include, but not limited to testing, business process analysis, documentation, training, surveying, installation/de-installation and maintenance of all new system fielding and maintenance activities.
- Research, develop and provide project plans and detailed cost budgeting for customer review prior to allocation of funds for specific customer directed projects.
- Conduct trend analysis on program activities, which include but are not limited to site surveys, site installations, site de-installations, customer training, funding requirements, customer service tickets, new growth opportunities, customer concern areas, and new technologies.
- Analyze and make recommendations to program leadership, which may include solutions regarding system design and processes, especially areas that provide cost savings to the program.
- Produce, validate, and ensure timely completion of customer and program-specific reports requiring in depth knowledge of the Government’s MicroFocus Solutions Business Manager (SBM) Integrated Support System (ISS) workflow tools.
- Interpret information displayed in the RF-ITV Tracking Portal applications for commanders and supply, maintenance and transportation activities at all levels within NORTHCOM, SOUTHCOM and INDOPACOM. Provide written/oral briefings to Senior Military leaders on present and future AIT requirements.
- Continually appraise the status of assigned projects/problems and coordinate with staff members and participating organizations to find efficient and innovative ways to overcome potential issues.
- Coordinate frequency approval, to include coordination with host nation U.S. Embassies and Ministries for RF-ITV requirements in assigned regions. Serve as the primary Liaison Officer (LNO) contact for all aspects of ITV in the NORTHCOM/SOUTHCOM/INDOPACOM Theaters of operation.
- Responsible for the integrity, accuracy, and timely submission of all customer deliverables. Provide project cost analysis and courses of action to customer. Set FSE priorities and milestones for execution of the RF-ITV program mission in NORTHCOM/SOUTHCOM/INDOPACOM.
- Ensure all customer billing to include labor; travel and other direct costs (ODC) are within the confines of the U.S. State Department regulations, Joint Travel Regulations (JTR), and contractual compliance.
- Contribute as a voting member of the Global Operations management team with decisions that impact the program and/or impact the larger Leidos division. Participate in panel interviews and make hiring decisions. Act on behalf of the Global Operations Manager as required.
Basic Qualifications
- Master’s Degree and PMP Certification with 10+ years prior relevant experience. A Bachelor’s Degree and 12+ years prior relevant experience will be considered as an education/experience substitution.
- Knowledge of the Geographic Combatant Command (GCC) regions, and experience working with a globally disperse workforce.
- Must possess a minimum of an active DoD Secret clearance, and ability to obtain a DoD Common Access Card (CAC).
- Experience managing and leading direct report employees.
Preferred Qualifications
- DoD 8570 IAT Level II (A+ or Security+) certification.
- Working knowledge of the MicroFocus Solutions Business Manager (SBM) Integrated Support System (ISS) tool, ISS Reports, RF-ITV Tracking Portal, TIPS Read/Write software

Pay Range:
Pay Range $112,450.00 - $203,275.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
