Overview Of Position:
FEDITC is seeking an experienced Cybersecurity Team Lead ISSM to support the Defense Language Institute Foreign Language Center (DLIFLC) Academic Network Labor Contract in Monterey, CA area, supporting approximately 5,751 military and federal civilian employees worldwide. This position will serve as the Cybersecurity Team Lead and will be responsible for management, coordination, and oversight of the contract Information Assurance team.
This is an upcoming opportunity with a projected start date of 12 January 2026.
A United States Citizenship and an active Secret DoD Security Clearance is required to be considered for this position.
Background Investigation NAC initiated is required to be considered for this position.
Responsibilities:
Manage the day-to-day Cybersecurity activities of contract execution. These activities include, but are not limited to:
- All Tier 2 duties
- Ensuring the Academic Network meets all AR 25-2, DODI 8510.01, and any other applicable DA, CAC and/or DLIFLC information assurance requirements
- Maintaining a file(s) of all requisite documentation as prescribed by the government’s information assurance mandates. (System Accreditation (Risk Management Framework), Task Orders, Alerts).
- Track and support the governance of common Agency commercial off-the-shelf application and operating system lifecycles,

- Maintain an in-depth awareness of the DLIFLC IT Enterprise Cybersecurity Architecture
- Assist with related enterprise cybersecurity initiatives and incorporate security into DLIFLC standards and other SOW deliverables
- Provide recommendation on National Institute of Standards and Technology (NIST) 43 SP800 series controls that would be applicable to all assets
- Provide criticality rating for all NIST 800-53 controls and enhancements, then tailor control criticality based on the differing missions of the system/asset.
- Develop and recommend a plan to evaluate security plans for accuracy and completeness
- Ensure that all new projects are built, configured, and implemented to meet NIST, RMF, and best practices standards for Secure architecture
- Build security into DLIFLC software development life cycles configuring and tuning web application
- firewalls, performing application security design reviews
Qualifications
Experience/Skills:
Required
- Proven experience as an ISSO
- Proven ability to manage and oversee large-scale contracts, ensuring deliverables are met on time and within budget
- Strong understanding of IT systems, including Windows and Apple operating systems, Microsoft Office Suite, and virtualization technologies
- Skilled in managing cross-functional teams, ensuring stability and continuity of workforce, and addressing training needs
- Experience in handling administrative functions, liaising with government officials, and establishing priorities
- Ability to effectively communicate with both internal and external stakeholders, including government and corporate representatives
- STIG remediation, POA&M creation, and eMass experience
Preferred
- PMP certification with demonstrated experience in project planning, execution, and monitoring
Education:
- BA/BS from an accredited college or university with a minimum of 5+ years’ experience or substitute with AA/AS with 7+ years’ experience
Certifications:
- CISSP or ISSMP
Clearance:
- Active SECRET
- Favorable FBI Fingerprints with “No Record”
- Must be a US Citizen
