This is a mid-level specialized skills position in environmental and natural resources science specialty areas. Performs advanced environmental analysis, activities and projects; conducts technical investigations; conducts field monitoring, data collection, and data trend analysis using various equipment, meters and workflow technology; Collect and compile environmental data from samples of air, soil, water, and other materials for scientific analysis. Analyze samples, surveys, and other information to identify and assess threats to the environment; assist in large, multiple and/or complex natural resources and environmental projects including developing timelines and schedules. Work is performed within the guidelines of County and departmental procedures and regulations, accepted engineering standards and surveying methods, state guidelines, and approved regulatory permitting with AE&ES other Assistant Directors & Managers, co-workers, employees, private engineers, contractors, developers, surveyors, other City Departments and the public.

Principal Duties And Responsibilities

  • Conducts environmental compliance activities such as sampling, testing, data gathering & analyzing from media (air, water, land, etc.) to ensure compliance with all applicable federal, state, and local regulations pertaining to air, wastewater, recycled water, potable water, hazardous waste/materials, and surface water. Assists and performs regulatory compliance various tasks including underground storage tanks, asbestos, Industrial General Permits, stormwater permits.
  • Writes reports describing findings, conclusions, potential for public health or environmental impacts and makes recommendations for follow-up actions; Researches special environmental or natural resource problems and writes reports of findings. Assists with the development and maintenance of standard operating procedures related to environmental compliance; gathers, interprets and communicates environmental regulations pertinent to landfill operations; assists with the development and presentation of training to ensure compliance with environmental regulations including reporting and recordkeeping requirements. 
  • Performs a variety of internal staff studies and analyses focused on environmental regulatory compliance; prepares reports outlining findings and recommendations; assists in the development and revision of related internal policies and procedures; and coordinates preparation and submission of required written plans to regulatory bodies as required. Coordinate and participate in state and federal regulatory discussions and meetings.
  • Perform illicit discharge inspections of industrial and commercial facilities. Monitor Erosion, Sedimentation and Storm water Pollution Control (ES&PC) measures at construction and industrial sites. Prepare notice of deficiencies, notice of violation, track enforcement action to resolution, and maintain log of these actions. Inspect drainage and roadway projects and maintain an inspection diary.
  • Performs a variety of project related administrative tasks; tracks contract cost, disposal cost to ensure that all activity is accurately documented. Track, document various maintenance/cleanup activities and create quantitative data for such program assessment.
  • Identify training needs and review with manager. Trains and guides coworkers.
  • Performs other duties of a similar nature or level as required.
Qualifications

Education: Associate Degree in natural resources, engineering or environmental field of study or any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job.

Experience:  minimum four (4) years of extensive work experience in environmental and natural resources specialty areas with emphasis on regulatory compliance and associated activties.

Knowledge/Skills/Abilities:

  • Knowledge of investigative techniques and processes.
  • Knowledge of environmental engineering principles, terms, practices, and technology related to basic chemistry and laboratory procedures, methods, materials, and equipment.
  • Knowledge of methods and techniques of quantitative and qualitative data analysis, report preparation, and procedure writing.
  • Knowledge of state and local regulations related to air, water & land.
  • Knowledge of customer service principles and practices.
  • Ability to deal with people in a courteous, tactful, and effective manner.
  • Proficient in observing and recalling details accurately.
  • Demonstrated ability to work independently.
  • Strong recordkeeping skills.
  • Strong interpersonal and communication skills.

Certification:

May possess or have ability to obtain within twelve months of employment Georgia E&S Level 1B certificate.

Licensing:

  • Possess a valid state operator/driver license for the type of vehicle or equipment operated with a good driving history.

This position require staff call up in an emergency.

Travel from one office to another location is required of this position more than 50% of the time.
