General Summary: This position is responsible for managing all phases of project implementation and completion for the Engineering Department, to include design management, planning, and coordination of roadway, drainage, bridge, traffic, infrastructure improvements, and maintenance within the guidelines of departmental policies and procedures; GDOT & FHWA design standards and specifications, government ordinances, state and federal laws, and accepted professional engineering practices. This position reports to the Assistant Director or other designee, and works with city employees, federal and state staff, contractors, developers, surveyors, engineers, the public and elected officials to provide technical support.

Provides project management oversight for roadway, drainage, bridge, traffic, and other infrastructure projects.

Manages preconstruction studies, planning, design, scheduling, utility coordination & conflicts, permitting, funding, reporting, and surveying for assigned projects.

Maintains activity logs and provide monthly progress report for assigned projects; responsible for the daily coordination, cost accounting, project design coordination & review, scheduling, and creating reports for assigned projects.

Serves as liaison between outside entities and Engineering Department Management and acts as a resource to secure State and Federal funding for roadway capacity, safety & drainage improvement projects.

Serves as resource to AED technical staff.

QualificationsEducation: Bachelor’s degree in project management, Engineering, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Experience: Four (4) years in project management support in the design, management, planning, and coordination of roadway, drainage, bridge, traffic and infrastructure improvements & maintenance projects.
Knowledge/Skills/Abilities:
- Considerable knowledge of engineering, road construction, drainage system installation, vegetation, construction materials and structural fill materials.
- Knowledge of GIS, CAD/Civil 3D and general drafting, and stormwater software.
- Knowledge of grading, drainage, paving, planting, fertilizing, mulching, and soil stabilization.
- Considerable knowledge of construction material testing, soil mechanics, erosion control and grasses.
- Familiarity with surveying methods and practices, and basic mathematics.
- Familiarity with local policies and procedures, soil erosion laws, and infrastructure construction process.
- Ability to read and interpret engineering plans, blueprints and specifications, records of surveys, and tract descriptions.
- Good communication skills, both oral and written.
- Good computer skills and familiarity with word processing and spreadsheet software.
- Demonstrated ability to work independently.
- Strong estimating skills.
Certification:
Possess or have ability to obtain GSWCC Level II certified Design Professional or equivalent within twelve (12) months.
