Role Overview:

The Product Owner / Technical Lead will serve as the primary liaison between government stakeholders, end-users, and the development team for the Theater Blood (TBLD) application under the JOMIS program. This role combines product ownership responsibilities with technical leadership, ensuring that user needs, mission priorities, and system architecture are translated into actionable backlogs and delivered through Agile/DevSecOps practices. The Product Owner / Technical Lead will guide the team in building secure, resilient, and interoperable solutions that support mission readiness and survivability in Denied, Degraded, Intermittent, and Limited (DDIL) environments.

The position is primarily remote with travel as requested. It requires availability during EST business hours. This position requires US Citizenship with SECRET Security Clearance or the ability to obtain one.

Responsibilities and Duties (Included but not limited to): 

  • Define, maintain, and prioritize the product backlog in alignment with Defense Health Agency (DHA) and Joint Operational Medicine Information Systems (JOMIS) requirements.
  • Serve as the voice of the customer, representing end-user needs and mission outcomes in planning and delivery.
  • Translate high-level capability requirements into clear epics, features, and user stories with acceptance criteria.
  • Provide architectural and technical guidance to development teams, ensuring design decisions align with program architecture and cybersecurity requirements
  • Coordinate with system architects, developers, and testers to ensure technical feasibility and alignment with DevSecOps best practices.
  • Oversee system integration and interoperability efforts with DoD healthcare and logistics systems.
  • Lead sprint planning, backlog refinement, and program increment sessions.
  • Define and track metrics for product performance, quality, and security.
  • Support continuous improvement by identifying risks, dependencies, and opportunities for optimization across the program.
  • Ensure that backlog items incorporate cybersecurity, accreditation (ATO), and compliance requirements.
  • Support secure design and automated testing practices within CI/CD pipelines.
  • Promote Zero Trust and cyber-resiliency principles across the product lifecycle.
  • Act as the primary interface for government leads, field users, and sustainment teams.
  • Communicate product vision, roadmap, and delivery progress to leadership.
  • Support training documentation and change management activities to enable adoption.

Requirements:

  • Bachelor’s degree in Computer Science, Engineering, or related field; Master’s preferred.
  • 7+ years of experience in software product management, technical leadership, or system delivery (DoD health IT or mission-critical systems preferred).
  • Strong knowledge of Agile frameworks (SAFe, Scrum, or Kanban) and DevSecOps practices.
  • Experience guiding technical teams in cloud, microservices, and containerized architectures.
  • Familiarity with Python, JavaScript, PostgreSQL, APIs, and CI/CD workflows.
  • Understanding of DoD cybersecurity standards, RMF, and Authority to Operate (ATO) processes.
  • Proven ability to balance technical trade-offs with mission priorities.
  • Ability to collaborate across cross-functional teams, including IT, clinical, administrator and vendor stakeholders.
  • Must be eligible to work in the United States without sponsorship due to clearance requirement.
  • Ability to obtain SECRET security clearance, TS/SCI preferred.

Preferred Qualifications And Core Competencies:

  • Active Secret security clearance, TS/SCI preferred.
  • Prior experience as a Product Owner, Product Manager, or Technical Lead in defense or healthcare IT.
  • Experience with DLT/blockchain technology.
  • Exposure to DDIL environments, distributed systems, or ledger-based technologies.
  • SAFe Product Owner/Product Manager (POPM), Certified Scrum Product Owner (CSPO), or equivalent certification.

In addition, U.S Citizenship is required.
