Role Overview:

The Functional SME will serve as the primary domain expert for the Theater Blood (TBLD) application, bringing in-depth knowledge of blood management, logistics, and military healthcare operations. This role bridges the gap between mission users, program leadership, and the technical development team, ensuring that the system aligns with operational workflows, mission readiness, and end-user requirements. The SME will guide requirement refinement, validate features against mission use cases, and contribute to training and sustainment activities that ensure system adoption and effectiveness in Denied, Degraded, Intermittent, and Limited (DDIL) environments.

The position is primarily remote with travel as requested. It requires availability during EST business hours. This position requires US Citizenship with Secret Security Clearance or the ability to obtain one.

Responsibilities and Duties (Included but not limited to): 

  • Provide authoritative input on blood management and medical logistics operations to ensure the TBLD system supports field requirements.
  • Translate mission needs into functional requirements, use cases, and user stories for development teams.
  • Validate backlog priorities and capability improvements against real-world operational workflows
  • Serve as the “voice of the user” in Agile ceremonies, ensuring features deliver mission value.
  •  Participate in testing, demonstrations, and user acceptance events to confirm system functionality meets requirements.
  • Provide feedback to guide iteration and continuous improvement.
  • Assist in developing training materials and user documentation that reflect operational terminology and procedures.
  • Support knowledge transfer to end-users, trainers, and sustainment staff.
  • Provide input on fielding strategies to maximize user adoption and minimize disruption.
  • Work closely with product owners, system architects, and developers to ensure functional requirements are correctly implemented.
  • Support interoperability discussions by providing mission context for integrations with related DoD medical and logistics systems.
  • Contribute to risk identification and mitigation planning from an operational perspective.
  • Provide Tier 3 functional support to fielded systems, answering questions about workflows, system use, and data handling.
  • Assist in analyzing system performance against mission outcomes and recommend improvements.

Requirements:

  • Bachelor’s degree in Healthcare Administration, Logistics, or related field (Master’s preferred).
  • 7+ years of experience in military healthcare operations, blood management, or medical logistics.
  • Demonstrated ability to serve as a functional liaison between mission users and technical teams.
  • Strong understanding of military medical workflows, operational logistics, and theater-level support requirements.
  • Familiarity with Agile/SAFe methodologies and participation in backlog refinement and user acceptance testing.
  • Knowledge of DoD health IT systems and data exchange requirements.
  • Excellent communication and documentation skills, with the ability to translate technical outputs into mission context.
  • Ability to collaborate across cross-functional teams, including IT, clinical, administrator and vendor stakeholders.
  • Must be eligible to work in the United States without sponsorship due to clearance requirement.
  • Ability to obtain secret security clearance required; TS/SCI preferred

Preferred Qualifications And Core Competencies:

  • Active Secret security clearance
  • Prior experience supporting DHA, JOMIS, or similar DoD health IT programs.
  • Familiarity with DDIL operations and constraints on healthcare IT systems in deployed environments.
  • Experience supporting accreditation, training, or fielding activities for mission-critical applications.

In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance. Individuals may also be subject to a background investigation including, but not limited to criminal history, employment and education verification, drug testing, and creditworthiness.
