Organizational Setting and Reporting Relationship
The position of Operations Assistant is assigned to the Transport Sector Office (SD1-TRA) within the Sectors Department 1 (SD1). SD1 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region. SD1, which comprises the Energy and Transport Sector Offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RD) and resident missions (RM) in engaging with ADB's developing member countries (DMCs); and ensures ADB's technical leadership internally and externally.
SD1-TRA leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the Transport Sector. You will be based at our Headquarters in Manila, Philippines
You will report to the designated technical international staff.
Your Role
As Operations Assistant, you will provide operations support in various activities related to project processing and administration, public communication, analytical, statistical, and accounting aspects of the sector office's portfolio/pipeline management, and other administrative functions.
You Will:
- Assist in the administration, including liaising inquiries from counterparts to respective supervisors, of loan and TA projects, from the TA consultant selection process, processing of claims, contract variations and preparation of completion reports.
- Contribute to the preparation of Project Administration Manual (PAM) by gathering and consolidating data and preparing draft of various sections.
- Create, update, and maintain project processing and implementation information and data in eOperations and other relevant systems such as project description and scope, cost estimate, financing plan, results framework (impact, outcome, outputs, inputs, risks, assumptions, and relevant indicators), contract awards and disbursement projections, loan covenants, and others; follow up outstanding obligations of executing and implementing agencies such as the submission of audited financial statements, safeguard monitoring reports, and progress reports.
- Assist consultant recruitment, procurement, and contract management.
- Assist in maintaining, updating, and monitoring database of the assigned team or SD1-TRA on various portfolio/pipeline indicators.
- Produce high-quality content related to the transport sector for various communication channels, including press releases, website articles, social media posts, and knowledge publications.
- Prepare presentations for conference and manage and maintain social media platforms for Transport Sector Office.
- Ensure that all correspondence and documents for supervisors are prepared with ADB's standards and styles based on Handbook of Style and Usage. Independently compose and send out routine letters. Carefully check all documents submitted for approval of the supervisors.
- Support in the facilitation of project missions to ensure smooth and efficient execution.
- Perform other duties as may be assigned and reflected in the incumbent’s workplan.
- Bachelor's degree in Finance, Business Administration, Public Administration, or related disciplines.
- At least 5 years of hands-on experience in portfolio management, project administration, budget preparation/monitoring, and/or project processing activities related to loans and TA projects.
- Familiarity with good industry practices and guidelines within area of expertise
- Strong analytical, interpersonal, and cross-cultural skills.
- Sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
- Experience in processing and administrating transport sector projects and TAs is an advantage.
- Excellent oral and written communication skills in English
- Proficiency with computer-based applications.

Additional Information
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, ADB, at its discretion may renew a fixed term appointment or assignment or not renew a fixed term appointment. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
For staff on fixed term appointment: (a) the current fixed term appointment will be terminated before the effective date of the new fixed term appointment; and (b) a decision on their fixed term appointment will be made at the end of the new fixed-term.
Staff who are currently under regular appointments but will transition to this position will retain their regular appointment status.
All eligibility rules for housing loan and mortgage interest subsidy shall apply to staff on fixed term appointment.
Any approved housing loan or mortgage interest subsidy prior to the change to fixed term appointment will continue during staff's new appointment under the same terms and conditions, as applicable. The outstanding housing loan will be due and payable at the end of employment. All the other eligibility rules apply.
