About The Division:
Join the Contract Administration & Procurement division as a Grant Financial Analyst! Work involves administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending and approving appropriate action to resolve financial and regulatory problems. May supervise the work of others.
Work Hours:
8 a.m. to 5 p.m., 40-hour work week, Monday through Friday. May occasionally work evenings, weekends, or holidays. Hours may change based on business needs.
Qualifications
Minimum Qualifications:
Education:
Graduation from an accredited college or university with a Bachelor’s degree.
- Required Certifications:
- Certified Texas Contract Developer (CTCD).
- Experience:
- Three years of experience in a grant-related field, two years of which are in a public sector grant role.
- Experience in grant program development, planning, management, monitoring and audit services.
- Experience with CAPPS (Centralized Accounting Payroll/Personnel Systems).
- Preferred Qualifications:
- Two years of experience in a grant-related field with a Texas state agency.
- Preferred Certifications:
- Certified Texas Contract Manager (CTCM).
Substitutions:
• One additional year of experience performing supply chain management, grant or contract management/monitoring, or auditing work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).
• Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) may substitute for one year of the required experience or thirty semester hours (one year) of educational requirement but may not substitute for both experience and education.

• This position requires the incumbent to primarily perform sedentary office work, however, mobility (standing and walking) is routinely required to carry out some duties. It requires moderate computer, telephone, and client/customer contact. The job also requires normal cognitive abilities including the ability to learn, recall and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory abilities are needed for reading printed materials and computer screens and communicating with internal and external customers.
- In this role you will:
- Knowledge of:
- Texas Grant Management Standards
- State purchasing, procurement methods, and principles/practices.
- The principles of procuring goods and service through common state procurement methods
- Applying requirements and principles found in the Texas Procurement and Contract Management Guide.
- Principles of gathering requirements, preparing solicitations, and managing evaluations
- The principles of basic project management, schedule monitoring, work planning and prioritization for projects and solicitations.
- Building and maintaining effective business relationships.
- Microsoft suite of tools, including Teams, SharePoint, Excel, Word, Outlook, etc.
Skill in:
• Applying financial analyses and examination procedures for grant programs.
• Creation of statements of work (SOW), contract/specification review, and development, and oversight of grant and contracts.
• Reviewing and interrupting statues.
• Effectively conveying information in a clear and concise manner, and encouraging an exchange of ideas
• Identifying, defining, and solving problems
Ability to:
• Administer financial processes and systems.
• To perform and interpret numerical analysis.
• To prepare reports and correspondence regarding findings.
• Use personal mobile phones for two-factor/multi-factor authentication to securely access CPA systems while also ensuring immediate communication by receiving critical/emergency calls and texts
• Maintain confidentiality and protect the privacy of state employees, taxpayers, and other members of the public.
• Follow all agency confidentiality, privacy, and information security policies and procedures.
• Appropriately store, secure, and protect sensitive records and other confidential documents and data in accordance with the agency’s certified Records Retention Schedule.
• Seek guidance and clarification from relevant agency specialists when potential confidential issues arise.
• Use discretion and appropriate judgement in communicating confidential and sensitive information.
• Work with others to achieve a common goal.
• Adjust to changing workplace demands.
• Meet the needs and expectations of internal and external customers.
• Effectively demonstrate skill and ability to perform the specific job duties and tasks as defined by a job description.
