The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview: The Office of Educator and Systems Support (OESS) oversees TEA workstreams in educator preparation and certification, school system strategic planning, performance management, and continuous improvement of systems to optimize the time and talent within our school systems to best meet the needs of 5.5 million students in Texas.

The Department of System Innovation within OESS supports school systems in optimizing time and talent through the management of strategic compensation and appraisal initiatives such as the Teacher Incentive Allotment, Strategic Compensation Grant Program, and the Texas Teacher Evaluation and Support System (T-TESS). The department supports districts through time-optimizing initiatives such as Additional Days School Year (ADSY), Texas Tutoring Supports, and Math Innovation Zones and the Blended Learning Grant Program. The team further supports school systems in developing tailored school options that best meet the needs of the community and provides direct assistance to districts in the development of those schools through the School Action Fund.

The Manager of Teacher Workplace Supports will manage the provision of optional liability insurance for teachers and will oversee the procurement, contract development, and ongoing vendor and stakeholder engagement for this service. This role ensures compliance with state procurement laws and TEA’s Contract Management Handbook, while delivering cost-effective and high-quality insurance solutions for Texas educators.
This role will also support the implementation and scale of other teacher and talent focused supports such as teacher workload analysis and aligned system supports and calendaring and master scheduling redesign efforts.
This manager will report to the Director of Teacher Time Analysis and Supports in the Division of Expanded Learning Models.

1. Solicitation and Contract Development: Manage the creation and process of a competitive solicitation, including Request for Proposal documentations, evaluation and selection process, and negotiations, particularly with an outcomes-based contracting focus.   
2. Vendor and Contract Management: Establish and manage vendor towards expectations to ensure high quality deliverables and customer support, driving towards continuous improvement. Manage invoicing process, including accounts payable processes, alignment of payments to contract structures, and vendor rating.  
3. Teacher Liability Insurance Knowledge and Support: Serve as the agency expert on Teacher Liability Insurance and its application to the field, continually developing expertise to ensure highest value insurance coverage available. Develop metric-driven performance management approach to scaling liability insurance supports for teachers. Note: This candidate may currently have knowledge of Teacher Liability Insurance or may exhibit the ability to learn quickly to manage this workstream.
4. Communications and Marketing: Oversee statewide communications about available supports, drive full adoption of supports and attainment of adoption metrics. This role will also assist the field in access of supports through a variety of mechanisms such as FAQ development and guidance documents.

 

Qualifications

 
  • Minimum Qualifications
  • • Education: Graduation from an accredited four-year college or university
  • • Experience: At least five (5) years of experience in insurance, consulting, operations, education, or related field
  • • Substitutions: An advanced degree may substitute for two years of required experience
  • Other Qualifications
  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military 
  • Certified Texas Contract Manager (CTCM) certification must be obtained within the first six (6) months of employment 
  • Experience managing large contracts preferred
  • Experience with the insurance industry, particularly related to Teacher Liability Insurance
  • A demonstrated track record of success improving student outcomes in a teacher, campus leader, or district leader role
  • Highly organized; ability to manage multiple projects at once and meet deadlines 
  • Ability to effectively communicate with a wide group of stakeholders
  • Ability to develop others through coaching, modeling, and providing feedback on performance
  • Ability to break down complex information into comprehensive parts, ask questions, synthesize, and analyze 
  • Strong long-term planning and project management skills, including establishing outcomes, determining evaluative measures, and tracking progress
