Project Context and Scope
IOM Cambodia is implementing multiple projects across key thematic areas, including migrant protection and assistance, labour mobility and social inclusion, migration health, and immigration and border governance. In response to the recent border crisis between Cambodia and Thailand, IOM Cambodia is delivering urgent humanitarian assistance, supporting early recovery efforts and providing comprehensive reintegration support for returning migrants, and monitoring migration flows and humanitarian needs.
To effective support its response effort, IOM Cambodia is deploying a M&E and IP management platform to improve effectiveness and efficiency of service delivery to the beneficiaries through IPs. The direct target beneficiary are internal displaced persons affected by recent border conflict between Cambodia and Thailand as well as movement of returnees from Thailand (estimated to be over 900,000 individuals).
Under direct supervision of the National Project Officer and overall guidance of the Chief of Mission, the incumbent will be responsible and accountable for supporting the development and implementation of the IP Management workstream in the mission, as well as supporting the Monitoring, Evaluation, Accountability and Learning efforts of IOM Cambodia.
The consultant will be based in IOM Office in Phnom Penh with regular travel to target province.
Organizational Department / Unit to which the Consultant is contributing
The consultant to contribute across key areas that will strengthen development of Monitoring and Evaluation (M&E) framework and systems as well as monitoring activities of project implementing partners. Tasks to be performed under this contract
Meal
- Develop results-based Monitoring and Evaluation (M&E) framework and systems for the IOM mission.
- Working closely with the Project Development and Reporting Officer (PDRO) to create/update the M&E frameworks and/or work plans for the field activities, in coordination with Program Managers and key stakeholders.
- Support the process of monitoring targets and indicators using existing M&E frameworks and work plans for the mission as well as the implementing partners’ projects.
- Undertake and oversee regular field monitoring and evaluation visits with field staff to ensure technical compliance and timely execution of projects vis-à-vis approved plans and baselines.
- Support PDRO in collecting, maintaining and analyzing information for regular IOM Monitoring Reports in coordination with the programme managers / unit heads.
- Organize and conduct training activities in Monitoring and Evaluation to IOM programme personnel and Implementing Partners (IPs) as needed.
- Provide support to PDRO by reviewing and developing logical frameworks for projects, including objectives, outcomes, activities and indicators.
- Review the narrative components of all grants and reports closely to ensure that the grant development process and approved grant records successfully convey the goals and strategic objectives of the program.
Ip Management
- Monitor and review ongoing activities of project implementing partners for grants funded by the programme; in coordination with the Programme Manager, facilitate and oversee the exchange of monitoring information with external partners as necessary
- Support the timely entry of all relevant IP grant information; serve as a focal point for all changes made to IP records and approvals.
- Assist with managing, modifying, updating and maintaining the activity records as well as the Unit’s procedures and processes to ensure that all documents for all grants are complete, filed and in order.
- Support in maintaining records to ensure it includes centralized financial tracking of all grants; liaise regularly and actively with financial, administrative and logistical and procurement units in order to further program objectives and ensure that program standards are followed.
- Support the admin/finance team with the overall control of expenditures, with a specific focus on grants commitments vs. disbursements.
- Perform such other duties that may be assigned.
The performance indicators for Data and Research Assistant include:
- Monthly report submitted
- Results obtained during consultancy are consistent with the agreed Terms of Reference
- University degree in Information Management, Statistics, Programme management, Social Studies, Development Studies, Public Health, or Humanitarian Affairs.
- Short courses or certification in fields of data analysis, survey design, monitoring and evaluation, or research methodology.
- At least 2-3 years of experience in data collection, research, monitoring and evaluation, field coordination, and/or information management.
- Demonstrated ability in data processing, entry, cleaning, and reporting.
- Experience working with or supporting the development of displacement reports, maps, dashboards, infographics, or situation reports/updates is an asset.
- Experience working with local government representatives.
- Good understanding/knowledge about Cambodian local and international migration.
- Ability to work effectively and harmoniously in a team with colleagues from a variety of cultures and professional backgrounds.
Fluency in English and Khmer is required.
IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. Travel required- Yes
