Project Context And Scope:

In 2022, IOM conducted an external evaluation on the Protection from Sexual Exploitation and Abuse and Sexual Harassment. A series of recommendations were identified.

Organizational Department / Unit to which the Consultant is contributing: Office of Ethics and Protection from Sexual Exploitation and Abuse and Sexual Harassment (OEP), Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) Unit.

Category A Consultants: Tasks to be performed under this contract 

  1. Support the Head of the PSEAH Unit on day-to-day task management and workflow, including tracking and following up on requests from other units, offices and departments ensuring adherence to deadlines and coordination within the PSEAH Unit and with OEP staff; prepare communications products and presentations as needed.
  2. Support the development of the PSEAH Unit’s 2026 workplan, including review of existing commitments, prioritization, budget preparation and justification, and monitoring framework. 
  3. Review and update the PSEAH Unit’s fundraising strategy; draft concept notes, project proposals and submissions to donors to support the PSEAH Unit raise funding in line with stated priorities; ensure coordination of inputs within the PSEAH Unit at HQ and amongst other relevant decentralized PSEAH Unit staff positions at regional level. 
  4. Report on PSEAH activities and achievements in 2025, including preparing PSEAH inputs to the annual OEP report and end of year management letter. 
  5. Provide technical input to guidelines, capacity building materials, protocols and standard operating procedures, as needed, including support for training roll-out and compliance monitoring. 
  6. Support knowledge management efforts, including organizing key resources, lessons learned and good practices for internal and external use.
  7. Support coordination with other units, offices and departments, including reviewing progress against IOM’s commitment to external assessment recommendations and updating of IOM’s PSEAH Strategy. 
  8. Fulfil any other duties and responsibilities as assigned. 

Performance indicators for the evaluation of results

  • PSEAH Unit 2026 workplan with monitoring framework. 
  • Number of concept notes/project proposals developed.
  • End of Year Management Letter drafted.
  • Progress on external assessment recommendations mapped.

Education

  • At least 5 years of professional experience and an advanced degree in Gender, Psychology, Political Science, Social work, and/or other related behavioral/social science fields. 

Experience

  • Proven experience in project development and reporting, strategy development and/or other communication-related products and materials; and,
  • Experience in humanitarian action, recovery and transition and/or development programming.

Skills

  • Excellent and proven knowledge of gender equality/GBV and/or PSEA programming with advanced knowledge and skills in coordination, capacity development, child protection/GBV/SEA risk mitigation; and,
  • Excellent organizational skills and ability to work independently, prioritize workload and meet deadlines.
Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Notes
  1. Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.

Consultants engaged to work on a home-based consultancy who do not need to travel do not need to provide vaccination records, regardless of the length of the consultancy contract.
  3. IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  4. IOM has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, abuse of authority and discrimination based on gender, nationality, age, race, sexual orientation, religious or ethnic background or disabilities.
  5. IOM does not charge a fee at any stage of its recruitment process (application, interview, processing, training or other fee). IOM does not request any information related to bank accounts.
