Project Context And Scope:

The International Organization for Migration (IOM), fully aligned with its strategic priorities and policies, the Humanitarian Reset and IOM’s institutional commitments to people-centred approaches, is committed to placing affected populations at the centre of its interventions. The Protection and Accountability to Affected Populations (AAP) Division works closely with the Preparedness and Humanitarian Response Division and the Peace, Recovery and Solutions Division to place the rights, dignity and well-being of migrants and displaced persons at the centre of IOM’s operations. The Division leads IOM’s institutional efforts to prevent and respond to protection risks in crises and transitions settings, in line with international human rights law, international humanitarian law and refugee law. It also leads IOM’s efforts to promote accountability to affected populations, gender equality, disability inclusion and to ensure that inter-agency commitments on accountability to affected populations and equality, diversity and inclusion are systematically integrated across humanitarian responses and beyond.

In this context, IOM seeks to ensure that all programming is protection centered, accountable, and inclusive; harmonizing tools and methodologies for protection mainstreaming, AAP, equality, diversity, and inclusion. To advance these approaches, IOM is seeking to engage a consultant to assist the Protection and AAP Division in developing and implementing a unified and aligned tool aimed at applying and operationalizing cross-cutting priorities and standards across IOM programmes. 

The objective of this consultancy is to develop and implement training tools which will be used to strengthen the knowledge and capacity of IOM staff on safe, accountable, and inclusive programming aligned with IOM's cross-cutting priority areas, including AAP, protection, equality, diversity, and inclusion (including gender equality, disability inclusion and intersectionality). The consultant will assist the Protection and AAP Division in promoting protection mainstreaming, equality, diversity, inclusion, and AAP across the organisation, ensuring compliance with IOM’s strategic plan, internal standards, donor requirements, and international obligations.

Organizational Department / Unit to which the Consultant is contributing: Protection and AAP Division. The consultant will report to the Chief, Protection and AAP Division and will work closely with Heads of Units (HPX, AAP) and GDC (Gender Diversity Coordination) Unit

Category B Consultants: Tangible and measurable outputs of the work assignment

First Deliverable

  • An inception report accompanied by a workplan, training package outline, Protection and AAP Division strategy for safe, accountable, inclusive programming, and IOM staff training implementation plan. 

Second Deliverable

  • Interview Protection and AAP Division staff to gather information on key priorities and strategic directions of the division and identify coherent approaches to a joint approach to delivering on the division’s mandate and facilitate discussion at the upcoming Protection and AAP Division on the joint approach and vision for safe, accountable and inclusive programming moving forward
  • Develop a training package which consists of a unified and aligned tools and methodologies on the cross-cutting areas the division is responsible for, namely AAP, centrality of protection, protection mainstreaming, GBV risk mitigation and equality, diversity and inclusion (focusing on gender equality, disability inclusion and intersectionality). The training package should include:
  • Presentation slide decks on AAP, centrality of protection, protection mainstreaming, GBV risk mitigation and equality, diversity and inclusion 
  • A facilitator’s guide: Session objectives, interactive methodologies, and key messages and tips for each module, including ideas on how to adapt sessions for digital or in-person delivery and instructions on platforms and tools use.
  • Interactive exercises: Case studies and practical tips for adapting content to diverse operational contexts/geographical areas, including group activities, and role plays – adaptation notes for in-person/digital delivery.
  • Pre/post-training assessments: Tools to measure training effectiveness. 
  • Organize and facilitate online trainings for all regional offices for IOM staff using the developed training package on cross-cutting areas, focusing on the division’s priorities in safe, accountable, and inclusive programming.
  • Presentation slide decks on AAP, centrality of protection, protection mainstreaming, GBV risk mitigation and equality, diversity and inclusion 
  • A facilitator’s guide: Session objectives, interactive methodologies, and key messages and tips for each module, including ideas on how to adapt sessions for digital or in-person delivery and instructions on platforms and tools use.
  • Interactive exercises: Case studies and practical tips for adapting content to diverse operational contexts/geographical areas, including group activities, and role plays – adaptation notes for in-person/digital delivery.
  • Pre/post-training assessments: Tools to measure training effectiveness. 

Third Deliverable

  • Final joint approach and vision for safe, accountable and inclusive programming.
  • A training package consisting of presentation slide decks, a facilitator’s guide, interactive exercises, and pre/post training assessment tools.
  • Final report on the online trainings conducted using the training package. 

Note:

  • Content must be aligned with IOM’s Strategic Plan 2024 – 2028; IOM’s Approach to Protection, Protection Roadmap, AAP framework IN/285, internal guidance on Protection Mainstreaming IN/232, IOM Gender Equality Policy, IOM Disability Inclusion Strategy, IOM Gender Parity Action Plan, IOM Intersectional Gender Analysis Toolkit, IOM Gender Marker (revision), Disability Inclusion Toolkit.
  • The training package will be developed in accordance with the IOM House Style Manual, the IOM spelling list, and with particular attention to country names according to UN standards. 
  • The consultant will follow terminology, phrasing, referencing, and sentence guidelines provided by the Protection and AAP Division.
  •  All the deliverables should be completed by the end of the contract – 20th December 2025.
  • Payment will be made in two instalments, contingent upon the successful delivery of the agreed-upon deliverables.

Education

  • Advanced university degree from an accredited academic institution, preferably in Human Rights, Humanitarian Action, migration studies, International Law, Development Communications, Anthropology, Social Sciences, Education, or related areas.

Experience

  • At least eight (8) years of experience in the humanitarian and/or development/NGO sector, including substantial work in protection, AAP or gender equality and disability inclusion. Field experience is an advantage.

Skills

  • Demonstrated expertise in designing and facilitating blended, interactive, and participatory training programmes for diverse audiences in both in-person and digital formats.
  • Strong knowledge of adult learning principles, participatory approaches, ensuring learner engagement, retention, and practical application of content.
  • Proven ability to develop learner-centered materials, including facilitator guides, participant handbooks, interactive exercises, case studies, role plays, and digital training modules.
  • Knowledge of gender mainstreaming, disability inclusion, PSEA, protection, and/or diversity and inclusion, with the ability to integrate these principles into training content and delivery.
  • Strong writing, facilitation, presentation, and instructional design skills.
  • Excellent knowledge of Microsoft Office products, particularly MS Teams and SharePoint, and other media software used for presentations and interactive remote learning and collaboration.
  • Good reporting, documentation, coordination, and diplomacy skills.
  • Fluency in oral and written English; knowledge of another IOM official language (French, Spanish, or Arabic) is preferable.
Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
