Context

IOM’s Migration, Environment, Climate Change and Risk Reduction (MECR) Programme in Mozambique seeks to contribute to the long-term sustainable development by reducing the risk of disasters and strengthening resilience of displaced persons and communities at risk of displacement in the context of climate change and environmental degradation and therefore to create conditions for migration to be used as an adaptation strategy and a choice.

Under the overall supervision of the Head, Peace and Development Coordination Unit (PDCU) and the direct supervision of the Programme Manager (MECR), the Project Officer (Climate Change and Environment) will support IOM’s Migration, Environment, Climate Change and Risk Reduction (MECR) Programme in Mozambique by providing technical inputs, contributing to the development of and coordinating the implementation of activities, tools, guidelines and assessments related to the implementation of existing projects on Disaster Risk Reduction (DRR), environment and climate change adaptation measures including nature based solutions and alternative livelihoods.

  1. Provide technical support and inputs for the development of tools and methodologies to implement livelihoods programming, nature-based solutions and community engagement.
  2. Closely coordinate/facilitate partners to assist with quality, timeliness, and alignment with project work plans, budgets, and donor requirements. Participate in regular review and problem-solving meetings with partners.
  3. Provide technical support for the development and implementation of monitoring systems to track the progress and outcomes of field activities, with a focus on data collection for adaptive management and learning.
  4. Draft and/or produce reports/knowledge products that capture the best practices and lessons learnt from the project to be incorporated in future energy projects implemented by IOM and other humanitarian organizations.
  5. Closely coordinate with the communication team to produce communication and visibility tools and materials that engage with donors and stakeholders more effectively.
  6. Coordinate closely with other IOM programmes, including but not limited to Displacement Tracking Matrix (DTM), Camp Coordination and Camp Management (CCCM), and other relevant units, to facilitate and encourage coherence, complementarity, and cross-sectoral integration of project activities.
  7. Supervise and guide the field teams involved in the implementation of activities, facilitating a collaborative and accountable team environment with clear responsibilities and performance standards.
  8. Monitor the work of consultants recruited for implementation of the activities for timely and high-quality delivery of activities.
  9. Provide Programme Officer (MECR) and reporting colleagues with programmatic updates, and other project and programme-related inputs as required by the donor(s) and IOM.
  10. Perform such other duties as may be assigned.

Education

  • Master’s degree in the field of Economic Development, Development Studies, Environmental Science, Social Studies or related field from an accredited academic institution with two years professional experience; or,
  • University degree in the above fields with four years of relevant experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in developing and/or implementing field activities and tools with a focus on climate change adaptation or sustainable livelihoods is required;
  • Work experience in coordinating and monitoring field staff is required;
  • Work experience in coordinating and monitoring implementing partners for quality control, timely delivery, and adherence to project workplans and donor requirements is required;
  • Experience conducting or supporting assessments, data collection, and indicator development for projects focused on environment, climate adaptation, or ecosystem service is required;
  • Experience in implementing humanitarian or development projects is required;
  • Experience in implementing projects in disaster-affected areas and displacement settings is highly desirable;
  • Experience in working with implementing partners;
  • Experience with the Mozambique context will be an advantage; and,
  • Strong knowledge of, and experience in, community engagement and participatory approaches.

Skills

  • Strong knowledge of sustainable livelihood approaches, nature-based solutions, and ecosystem-based adaptation, including practical application in rural community or displacement settings;
  • Excellent communication, interpersonal and organizational skills in English;
  • Ability to write clearly and concisely in English;
  • Demonstrated gender awareness and gender sensitivity;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Demonstrated proficiency in Microsoft Office applications, including Word and Excel, is required; and,
  • Knowledge of management tools, including Miro Board or similar is desirable.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written).

Working knowledge of Portuguese is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
