Description
Position Overview:
The Data Specialist is responsible for overseeing the integrity, accuracy, and compliance of data
collected across Bayview Hunters Point Foundation’s healthcare and housing programs. This
position ensures compliance with federal, state, and local reporting requirements through
effective use of the Homeless Management Information System (HMIS), Apricot 360, and other
electronic health record (EHR) systems. Unlike frontline staff, the Data Specialist does not perform
direct data entry; instead, they focus on quality control (QC), quality assurance (QA), compliance
monitoring, and reporting to ensure that staff-entered data is accurate, complete, and timely. The
role is key in supporting program evaluation, grant compliance, and continuous quality
Improvement.
Duties And Responsibilities:
- Perform regular QC and QA reviews of data entered by frontline staff into Apricot 360, HMIS, and EHRs.
- Identify errors, missing information, and inconsistencies in data, and work with program staff to correct them.
- Develop and implement data quality standards, monitoring tools, and audit checklists.
- Provide feedback to staff and supervisors to ensure adherence to data entry and compliance requirements.
- Generate monthly, quarterly, and annual compliance reports for funders, auditors, and internal leadership using Apricot 360 and HMIS reporting tools.
- Ensure program data aligns with requirements from the Department of Homelessness and Supportive Housing (HSH), Department of Health Care Services (DHCS), Medi-Cal, and other regulatory bodies.
- Support program monitoring and audits by preparing Apricot 360 data extracts, HMIS reports, and compliance documentation.
- Partner with Compliance and Program Managers to prepare for site visits, external reviews, and audits.
- Train and support frontline staff in proper data entry procedures for Apricot 360, HMIS, and other data systems.
- Provide coaching and technical assistance to staff when errors, gaps, or compliance risks are identified.
- Develop training resources, guidance documents, and refresher sessions to improve staff data entry practices.
- Analyze program utilization, client outcomes, and service delivery trends.
- Develop dashboards and performance reports for leadership to support decision-making and strategic planning.
- Contribute to continuous quality improvement (CQI) initiatives by tracking key performance indicators and identifying opportunities for process improvement.
- Partner with leadership to ensure data supports grant reporting, compliance, and organizational growth.
- Serve as the point of contact for Apricot 360 and HMIS-related quality and compliance issues.
- Collaborate with IT, Compliance, and Program teams to maintain data security, HIPAA compliance, and system integration.
- Participate in agency-wide data projects, including The Vault (document management system) and data migration efforts.
Requirements
Minimum Requirements And Experience:
- Bachelor’s degree in Public Health, Data Science, Information Systems, Social Work, or related field; equivalent work experience may be considered.
- Minimum of 2 years of experience with Apricot 360, HMIS, or other healthcare/human services data systems.
- Prior experience conducting data audits, QA/QC reviews, or compliance reporting strongly preferred.
- Familiarity with Medi-Cal, ECM, Behavioral Health, or Housing program reporting requirements is a plus
Preferred Qualifications:
- Strong proficiency with Apricot 360, HMIS, and Microsoft Excel; knowledge of reporting and
- data visualization tools (e.g., Power BI, Tableau, Canva) preferred.
- Demonstrated ability to perform QA/QC reviews and identify data integrity issues.
- Knowledge of HMIS data standards, HIPAA, and confidentiality requirements.
- Excellent attention to detail, problem-solving, and organizational skills.
- Strong ability to train and support staff in data compliance and reporting practices.
- Effective interpersonal and communication skills to work with diverse teams across the
- organization.
Physical & Additional Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Regular and reliable job attendance.
- Effective verbal and written communication skills.
- Proficiency in computer skills, including knowledge of Microsoft Office, Avatar, internet browsers, etc.
- Exhibit respect and understanding of others to maintain professional relationships.
- Independent judgement in evaluation options to make sound decisions.
- Ability to work effectively in an open office environment surrounded by moderate noise and distractions.
- Frequently required to sit; occasionally walk and stand; travel from the building to other sites.
- Specific vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.
- The employee must be able to meet deadlines with time constraints.
- May be asked to occasionally work irregular or extended hours while performing job duties.
- Able to meet required state, federal, local and BVHP standards.
- Live Scan fingerprinting and TB clearance as well as any other medical vaccinations may be required.
