REPORTS TO: Vice President of Property Management
Position Overview:
The Vice President of Property Operations is responsible for policies, procedures, software systems (e.g. Yardi, Entrata, Knocks, TracAnnex, etc.), and related training across the portfolio of Affordable Housing (LIHTC, HUD, HOME, Section 8) and Student Housing assets. This role ensures that property-level teams are achieving operational, financial, and compliance objectives while fostering a strong culture of accountability and resident satisfaction. In addition to working collaboratively with the Vice President of Property Management, the Vice President of Property Operations provides strategic and functional oversight of the Compliance Manager, ensuring that regulatory programs are executed with precision and integrity across the portfolio.
Essential Duties:
Include but are not necessarily limited to the following:
Portfolio Oversight & Operational Execution
- Provide Data Analysis to Regional and Property Managers to meet targets in occupancy, rent collection, lease-up, and resident service delivery.
- Conduct routine site performance reviews and drive corrective action planning when performance lags.
- Ensure team compliance with Standard Operating Procedures (SOPs), leasing processes, and operating budgets.
- Act as a liaison between compliance and property management.
- Provide software support (including but not limited to Yardi, Entrata, Knocks, TracAnnex, BlueMoon, etc.) that includes new property set up, moderating support emails, troubleshooting issues and training of affordable, student and P3 software products.
- In collaboration with IT, ensure Office 365/Workstation maintenance is completed.
- Section 504 coordination and compliance.
Affordable Housing Compliance Leadership
- Supervise the Compliance Manager to ensure all properties maintain full compliance with LIHTC, HUD, HOME, and Section 8 program requirements.
- Oversee execution of key compliance functions including file reviews, annual recertifications, MOR and REAC preparation, and tenant income qualification audits.
- Collaborate with the Compliance Manager to implement blended income strategies (e.g., Average Income Set-Aside), respond to regulatory changes (such as HOTMA), and train property teams on updates.
- Monitor property compliance performance metrics and proactively address risks or findings.
- Support the development and enforcement of internal compliance policies, audit schedules, and file management protocols.
- Work closely with Impact Housing Indiana and property operations to execute and promote events for residents.
- Draft and work with site teams to implement tenant selection plans.
Student Housing Operations
- Partner with Directors and Regional Managers on student leasing velocity, pricing, digital lead conversion, and turn planning.
- Monitor execution of resident engagement programs, roommate matching, and campus marketing initiatives.
- Ensure all student properties are aligned with seasonal goals and preleasing timelines.
Marketing Support:
- Ensures adherence to marketing requirements including reputation management, pay-per-click campaigns, social media, and sales efforts in an effort to drive strong, qualified traffic and reduce vacancies.
- Collaborate with marketing regarding website creation and management.
Financial Management & Reporting
- Assist in the preparation and review of annual budgets, operating forecasts, and capital planning needs.
- Review financial reports to monitor performance and recommend cost-containment or revenue enhancement strategies.
- Track KPIs including NOI, delinquency, expense variances, and lease renewals across the portfolio.
Technology & Systems Integration
- Serves as Property Management’s Champion for Yardi (Affordable) and Entrata (Student) platforms to streamline leasing, compliance, and resident communication.
- Collaborate with IT and training teams to ensure proper onboarding, system usage, and process improvements.
- Serves as facilitator for revenue management systems
Development Support:
- Serve as a team member in the various processes of acquisitions and new construction, aid, and feedback on the marketability and management of assets.
- Review property onboarding expectations with new construction and ensure consistency.
- Aids with acquisition of new properties by creating project plans and assigning activities to each department during the acquisition process.
Team Development & Interdepartmental Collaboration
- Provide leadership coaching and mentorship to Regional Managers, Property Managers, and Compliance staff.
- Partner with Human Resources and Training to address staffing needs, performance improvement, and succession planning.
- Serve as a key point of contact for collaboration with Finance, Development, Legal, and IT departments.
- Create and facilitate the onboarding program for property management employees and establish a new hire orientation training and resource guide.
- Create ongoing training curriculum specific to property management functions.
- Collaborate and integrate training with Annex University.
Qualification Requirements:

- Bachelor’s degree, Real Estate, Public Administration, or related field; certifications such as HCCP, SHCM, or COS highly preferred.
- 10 years of experience in property operations or regional oversight, including direct LIHTC compliance experience.
- 5 years of supervisory experience over compliance or regulatory staff preferred.
- Knowledge of blended housing programs, income averaging, and fair housing standards.
- Strong analytical and leadership skills; proficient in Yardi and Entrata systems.
- Ability to travel up to one to two weeks per month based on operational needs.
- Strong work ethic with demonstrated desire to learn and grow with a growing company.
- Ability to work independently and successfully execute multiple assignments.
- Must be an effective communicator and listener.
- Valid U.S. driver’s license required.
