Reporting to the Executive Manager Aviation Safety, this position is responsible for supporting the compliance of WSI’s airfield and asset infrastructure with the Civil Aviation Safety Authority’s (CASA) Manual of Standards Part 139 (MOS139). The role also supports strategic oversight and operational delivery of the Aerodrome’s Aviation Safety Management System (ASMS) in accordance with ICAO Annex 19, CASA’s Civil Aviation Safety Regulations (CASRs) and other relevant regulatory frameworks.

The position spans across all aerodrome operational areas, including airfield and ramp operations, the Airport Operations Controls Centre (AOCC), asset management and contractor interfaces.

Key Responsibilities:

  • Support the implementation and assurance of Aviation Safety Management System (ASMS) in alignment with ICAO Annex 19, CASA SMS requirements, and CASR Part 139, ensuring components are embedded across aerodrome operations and aligned with procedures and manuals.
  • Ensure compliance of airfield infrastructure and operational processes with MOS Part 139, CASR, and ICAO standards, including participation in commissioning inspections and leading audits to verify regulatory conformance and identify improvement opportunities.
  • Manage regulatory submissions to CASA, including safety case applications, technical inspections, and obstacle survey data.
  • Maintain and update WSI’s published AIP-ERSA data.
  • Support the development of airfield capital works and asset programs by reviewing designs for compliance and timely delivery.
  • Collaborate with project and asset management teams to review Method of Works Plans (MOWP).  
  • Support and maintain aviation safety performance indicators across aerodrome operations, including airfield and ramp activities, AOCC performance, infrastructure reliability and maintenance response.
  • Liaise with CASA, ATSB and service providers to meet reporting obligations, support investigations, and contribute to continuous safety improvement through trend analysis.  
  • Coordinate and support investigations into safety-related incidents affecting aircraft operations, critical aerodrome infrastructure, or passenger movement – such as runway incursions, apron collisions, ground handling deviations or operational system failures.
  • Maintain the Aerodrome Safety Risk Register, identifying emerging risks, and oversee the development and monitoring of treatment plans to ensure effective integration and continuous improvement of safety controls.
  • Support the development and delivery of a risk-based ASMS assurance program across aerodrome functions, including AOCC readiness, maintenance response, and emergency procedures.
  • Monitor the effectiveness of operational controls and ensure regulatory conformance with CASR Part 139 and supporting MOS requirements.
  • Track audit outcomes, verify close-out of actions, and identify systematic learnings to support continuous safety improvements.
  • Represent WSI in relevant industry forums and working groups.

About You:

  • Tertiary qualifications in Aviation Management, Safety Systems or related field.
  • Minimum 3 years’ experience in aerodrome/aviation safety and standards compliance or airfield operations.
  • Completion of CASA or ICAO-aligned SMS training.
  • Formal training in aviation investigation methodology such as ICAM.
  • Lead Auditor Certification

  • Formal Safety & Lead Auditor Training.
  • CASA ARO/WSO certification or experience working under Part 139 environment.
  • Must be eligible to obtain and maintain a Red Aviation Security Identification Card (ASIC) in accordance with aviation security regulations.
  • Strong knowledge of CASR Part 139 MOS, ICAO Annex 14 and 19, SMS Manual of Standards and relevant Advisory Material.
  • In-depth knowledge of aerodrome works required and understanding of airport operational systems and how they interact with compliance and risk.
  • Familiarity with EASA and FAA regulatory frameworks (desirable).
  • Understanding of Human Factors.
  • High level analytical skills for interpreting operational performance and leading investigations.
  • Strong written and verbal communication, stakeholder engagement across internal teams, contractors, and external agencies.
