Description
The Policy Executive / Strategic Planner provides leadership and expertise in policy development, cybersecurity strategy, and executive-level planning to support the Navy’s mission. This role is responsible for drafting, reviewing, and implementing policy and strategic guidance, ensuring alignment with Department of the Navy, NAVSEA, and DoD requirements. The position requires the ability to interface with senior leadership, deliver clear policy recommendations, and guide long-term planning for Navy information assurance and cybersecurity programs.
Responsibilities
- Develop and implement cybersecurity and IT policy in alignment with Navy, NAVSEA, and DoD directives.
- Provide strategic planning and policy guidance to Navy leadership and program stakeholders.
- Draft policy documents, memoranda, and communications to support organizational goals and compliance requirements.
- Support Navy decision-makers by providing executive-level briefings, policy recommendations, and strategic options.
- Coordinate across Navy organizations, program managers, and technical teams to ensure policy alignment and consistent implementation.
- Identify gaps in existing policies and develop solutions to strengthen cybersecurity governance.
- Provide input into strategic plans, roadmaps, and initiatives to support long-term Navy IT and cybersecurity readiness.
- Monitor evolving federal and DoD policy guidance to ensure the Navy’s practices remain compliant and effective.
Requirements
Education:
- Bachelor’s degree in Computer Science, Information Technology, or another STEM-related discipline.
Experience:
- Minimum 8 years of experience in policy development, strategic planning, cybersecurity operations, and executive-level communication.
- Proven ability to draft and implement IT/cybersecurity policy.
- Experience advising or briefing senior executives within the Navy, DoD, or a comparable organization.
Skills & Knowledge:
- Strong understanding of cybersecurity governance, compliance frameworks, and Navy IT policy structure.
- Ability to translate technical cybersecurity requirements into executive-level policy language.
- Excellent oral and written communication skills, including executive correspondence and presentations.
- Strong analytical and planning skills, with the ability to anticipate organizational needs and recommend strategic initiatives.
Security Clearance Requirements
Active Secret clearance.
