The Pima County Health Department is seeking a passionate and organized Business Intelligence Analyst I as a Public Health Data Manager. As a member of the Public Health Informatics and Analytics Team, you’ll help shape how data is collected, managed, and used to guide decisions that improve the health of our community. You’ll be at the forefront of building a modern, reliable data infrastructure, ensuring that clean, accurate, and well-governed data is available to support public health programs and initiatives across Pima County.

In this role, you will lead efforts to streamline data workflows, manage ETL processes, and maintain datasets that are both accessible and trustworthy. You will work closely with teams across the department to integrate new data sources, develop clear documentation like data dictionaries and lineage maps, and ensure compliance with privacy regulations such as HIPAA and tribal data sovereignty requirements. Your collaboration with IT will help optimize backend systems, while your preparation of clean datasets will enable BI and analytics staff to focus on turning information into actionable insights.

Essential Functions:

  • Acts as the subject matter expert on reporting tools and data analysis; makes recommendations on process changes;
  • Provides data analysis and reporting solutions support for various departments;
  • Works on data analysis tasks within one or more functional areas independently or as part of a team;
  • Collaborates with internal and external stakeholders to gather and validate requirements;
  • Develops and writes business requirements for identified data analysis and reporting solutions;
  • Creates and maintains a variety of reports, data queries, scripts, workflows, and automated tasks using structured query language and various database management tools;
  • Identifies and analyzes commonly used queries and reports to determine if currently available solutions are applicable;
  • Researches reporting problems and assists in the creation of models to help analyze reporting needs;
  • Develops, executes, and documents user test plans;
  • Coordinates and performs quality control testing of new or updated software and processes; helps resolve issues based on test results;
  • Verifies that collected data meets required quality standards;
  • May maintain the quality of metadata repository/data dictionary by adding, modifying, and deleting data;
  • Creates data quality tickets and ensures they are resolved in a timely manner;
  • Assists in the development and presentation of end-user training materials;
  • May train and assist clients in the use of business intelligence solutions.

Minimum Qualifications:


Bachelor's degree from an accredited college, university, or technical trade school with a major in computer science, computer engineering, management information systems (MIS), or a closely related field as determined by the department head at the time of recruitment.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):  

  • Experience with Snowflake, Esri, and/or Qlik.
  • Experience managing ETL workflows or data pipelines.
  • Experience developing and maintaining metadata.
  • Experience with HIPAA, data privacy, and/or tribal data sovereignty principles.
  • Experience in SQL.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and CertificatesValid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
