Job Purpose:
Manager will direct a team of up to 7 project managers and assistant project managers to deliver technology and data change through one or more projects or single programmes as assigned by the Senior Programme Manager or Programme Manager, up to a value of c.£30m and length of up to 2 years, typically, to the required standards of governance and control, ensuring these are applied in a way that is appropriate to the scale and complexity of the change.
The Senior Project Manager is responsible for delivering the programme and/or projects through a strategic blend of in-house capability and external contracts and frameworks. They will shape and develop the programmes and projects with the product or portfolio leads, agreeing project management resource assignments with the Senior Programme Manager and gaining commitment to resource assignments from the T&D delivery functions.
Key Responsibilities:
- Manage the function in a flexible and dynamic manner, ensuring staff are focused on improving compliance whilst fully optimising the best use of available resource within the department and lead and deliver on improving efficiency and reducing operating costs within the department through the review and amendment of existing working practices, the implementation of revised policies and processes and the deployment of low cost, minimal impact changes
- Undertake day to day management and monitoring of the enforcement activities ensuring the primary aim is to increase Road User compliance, through the issuing of penalties where necessary and in line with TfL policy and deputise for the Band 3 Managers as required
- Develop excellent working relationships and clear communication channels and joint processes across the department to ensure partnership working
- Effectively recruit, lead, manage, develop and motivate a team of Compliance Officers, ensuring that the team are supported, appropriate performance targets are established and met and staff development needs are identified and delivered through the TfL appraisal process
- Ensure the Compliance Officer teams are fully trained and competent to effectively undertake their role both within the Contravention Validation and the Contravention Identification role where necessary
- Work with the Head of Governance & Road Network Compliance and other managers to promote and deliver the aims and objectives of the Directorate
- Ad hoc duties and accountabilities as directed by the Band 3 Managers, Head of Governance & Road Network Compliance, Deputy Director, Director of the Compliance Policing and On Street, and other senior managers as appropriate
Skills

- High standard of written and verbal English and numeracy (Essential)

- Ability to lead and motivate staff to achieve high quality results and to coach and mentor staff in their development (Essential)

Knowledge
- Educated to A-Level or equivalent (Essential)
- Detailed knowledge of Contravention Identification & Validation processes and requirements (Highly desirable)
- Detailed knowledge of Road Traffic and Transportation legislation (Highly desirable)
- Understanding and knowledge of outsourcing practices (Essential)
- Knowledge of working within a legal framework, including the ability to read and interpret legislation and apply this to an operation (Desirable)
- Knowledge of Road User Charging, bus lane and traffic enforcement regulations, legislative frameworks such as Scheme Orders and Traffic Management Orders and the enforcement of such schemes utilising outsourced service providers (Highly desirable)
Experience
- Experience in a similar or relevant position in a public sector environment (Essential)
- Experience and success in delivering high quality customer focused service in a challenging, multi-disciplinary environment (Essential)
- Experience of staff management and developing a team of operational staff (Highly desirable)
- Experience of acting as an escalation point within a service and knowledge of how to effectively resolve complaints and/or issues (Essential)
- Experience of assisting with budget management (Highly desirable)
- Experience and appreciation of the workings for the public sector, demonstrating political awareness (Essential)
