Department Overview

The Senior Director, Gas Regulatory, Standards & Compliance within Gas Engineering (GE) is responsible for leading activities associated with the development and implementation of regulatory activities involving our gas assets. As the single point of contact for direction in a wide variety of regulatory compliance rule making for the Gas Organization, the group provides strategic direction and leadership on behalf of Gas and is also responsible for developing productive external relationships with regulators and involved stakeholders. This entails working closely with all Gas departments and functions, Regulatory Affairs, Federal and State Government Relations, Finance, Energy Procurement, Law and other PG&E departments to formulate strategies to advance PG&E's Gas Transmission and Distribution business interests.

Position Summary

The Gas Regulatory Senior Director oversees a team of industry experts responsible for providing strategic direction, analysis, reporting and other supportive documents. Develops strategy and leads the creation, maintenance and oversight of compliance programs, compliance management policies and standards and system safety. Ensures policies, programs, processes standards and control systems are in place to ensure compliance with all regulatory requirements and to ensure the identification and mitigation of compliance and safety risk factors.

The Role Will Comprise Of:

  • Oversees the accomplishment of results through recruitment and selection, training and development, performance management, and rewards and recognition.

Department Strategy and Management

  • Maintains an organizational structure which will efficiently deliver exceptional results through setting and manages organizational budgets, metrics, goals, priorities and expectations to improve operating plan execution, service delivery performance and efficiency.
  • Provides oversight on department work plans and directs others in managing and delivering on work plans.

Manage Strategic Partnerships

  • Manages partnerships with the lines of business throughout PG&E to add value to internal and external stakeholders, improve quality, accuracy and organizational performance through strategic development and process management.
  • Works closely with company executives to develop and implement an integrated compliance policy strategy.
  • Leads discussions with regulators, trade organizations and other CPUC interveners state and federal regulations.

Policy and Strategy Direction and Analysis

  • Leads the development of the Gas compliance policy.
  • Provide subject matter expertise.
  • Maintains knowledge of key governmental, regulatory, and political issues.

Location is flexible within the PG&E Service Territory, please note hiring leader will make final decision of what are appropriate headquarters for the role based on business need.

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.

Occasional travel up to 15%.

Reporting

This position reports into the VP, Gas Engineering.    

Job Responsibilities

  • Applies depth and breadth of knowledge of Program Management to the most unique and complex problems. Works autonomously. Anticipates issues and develops innovative solutions. Demonstrates program leadership with internal & external stakeholders to support company goals. May design and develop new, complex programs.
  • Responsible to ensure organizations have effective compliance programs for CPUC, PHEMS, CALGEMS and CAISO, requirements. 
  • Ensure that the organizations within Gas have effective compliance programs to meet:
  • Provide leadership in developing and implementing short and long-term strategies to ensure compliance within Gas Organizations
  • Ensure the various Gas organizations have effective programs to meet all legal and regulatory compliance requirements.
  • Manage annual budgets, develop financial and staffing plans for each function of the department. Ensure appropriate levels of talent acquisition and that appropriate training and development are integrated in the work of the organization.
  • Instill a compliance culture that supports overall compliance as well as a culture of safety excellence.
  • Recognized subject matter expert who may represent PG&E to external agencies on sensitive or complex issues. Partners with Government Relations or other partner organizations in developing messaging and strategy.
  • May manage major cross-functional projects and initiatives. May lead initiatives that impact utility or industry developments.
  • Manages all aspects of programs that are cross functional, complex, of broad scope and have a significant financial or political impact on the line of business. Leads development of overall strategy to achieve program goals.
  • Partners with leadership to determine most appropriate and effective program performance metrics. Develops content and format for reports and dashboards. Prepares and presents regular updates to senior management, addressing issues and gaining buy in on solutions.
  • Partners with Work Planning/Resource Management teams to plan and forecast short- and long-term work to be completed as part of the program. Monitors and ensures closure/completion of projects and/or other program work orders. Ensures effective work scheduling and resources will be available to meet the work plan. Develops creative solutions to address resource issues.
  • Leads peers and partner organizations to develop and implement new and/ or improved processes, procedures, policies, controls and best practices to improve customer satisfaction, efficiencies, regulatory compliance and reduce costs.
  • May work with other project or program managers or peers in other departments or regions to reschedule work, re-allocate funds and explore creative solutions to achieve financial and productivity goals.
  • Leads benchmarking efforts/projects in the industry to share information, seek best practices in Gas program management. Develops recommendations for PG&E, develops proposals/business case and presents to senior management. Gains buy in and leads implementation.
  • Develops communication and training plans. Ensures target audience is fully educated and adheres to program policies, processes, procedures. Ensures regulatory compliance with the program.
  • Participates in executing program work utilizing outside contractors. Partners with the Contract Management department on contract terms, scope and cost, and negotiations.
  • May act as business owner for specialized systems or tools used as part of the project work in the program. Works with IT and/or tool vendor on defining user needs and implementing enhancements/updates.
  • Develops or provides significant input to PG&E leadership and/or other utilities with similar programs.
  • Coaches and mentors less experienced employees.
  • Compliance requirements, reporting and self- reporting.
  • Ethics and transparency, including Speak Up, and other programs supporting engagement.

Background Qualifications

Minimum

  • Bachelor’s Degree in Business, Public Policy, Finance, Economics, Accounting or equivalent experience
  • 10 years of relevant regulatory, utility, finance or related work experience.

Desired

  • PG&E leadership experience
  • Master’s degree or equivalent experience
  • Significant prior experience working with business planning, regulatory proceedings, legal, customer programs and/or gas and electric operations desired.
  • Strong customer focus – demonstrated history of working with internal and external stakeholders to meet customer and community needs.
  • Understanding of utility business and experience working with state and federal governmental agencies and public interest groups.
  • Prior experience building constructive relationships with CPUC staff.   Superior understanding of the regulated energy utility environment.
  • Understanding of the state and/or federal utility regulatory proceedings processes, including legal requirements, issues and implications.  
  • Superior analytical, investigative & creative problem solving.
  • Knowledge of 49 CFR Part 192, and California General Orders.
  • Excellent communication skills (written and verbal) to align the Company’s vision and goals to staff and link to their work.
  • Familiarity with data management strategies and concepts.

Compensation

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. 

Although we estimate the successful candidate hired into this role will be placed towards the middle of the compensation range of this role, which is $212,000 to $316,000 for the Bay Area and $201,000 to $300,000 for the Non-bay area, the decision will be made on a case-by-case basis related to these factors.  This leadership role is also eligible for an annual Short Term Incentive Plan (STIP), as well as the Long Term Incentive Plan (LTIP).
