Job Description

The Technical Lead will be responsible for the design, development, and technical execution of MDH’s intranet migration from Liferay to SharePoint. This role requires hands-on expertise in SharePoint site architecture, customization, and migration, as well as leadership in guiding technical staff and coordinating with business stakeholders. The Technical Lead ensures the new intranet is accessible, user-friendly, and integrated with existing Microsoft 365 and SharePoint environments.

Key Responsibilities:

  • Lead the technical design and implementation of MDH’s new intranet using SharePoint Communication Sites.
  • Evaluate the current information architecture and recommend improvements for usability, structure, and navigation.
  • Design and implement SharePoint templates, site structures, and permissions schemes aligned with best practices.
  • Develop and oversee the content migration plan from Liferay to SharePoint.
  • Ensure all deliverables meet WCAG 2.1 and Section 508 accessibility requirements.
  • Integrate the new intranet with Microsoft 365 applications and existing SharePoint environments.
  • Provide technical leadership to project staff, ensuring high-quality coding, configuration, and documentation.
  • Support site launch planning, change management, and user adoption activities.
  • Conduct technical training and knowledge transfer for State staff at project completion.
  • Be prepared to support future extensions of scope as the intranet evolves.
  • Perform other related duties as assigned.

Qualifications

  • Extensive experience in SharePoint development, site design, customization, and administration.
  • Strong background in SharePoint architecture, content strategy, and governance.
  • Demonstrated expertise in:
  • SharePoint intranet design/implementation with examples of delivered features such as news publishing, collaboration spaces, enterprise search, personalization, and measurable client outcomes.
  • Migration projects from legacy systems (Drupal, WordPress, custom CMS, etc.) into SharePoint, including approaches (manual, automated, hybrid), challenges, and results.
  • Delivering intranet projects where user experience and accessibility were central, including user research, usability testing, mobile responsiveness, and compliance with WCAG 2.1 / Section 508.
  • Implementing governance models, security, and compliance frameworks, including publishing workflows, permission schemes, and data retention strategies.
  • Supporting change management and training, including champions networks, materials, help desk setup, and measuring adoption success.
  • Experience managing projects using Agile, Waterfall, or hybrid methodologies, with proven success in risk management, scope control, and on-time delivery.
  • Excellent communication skills for stakeholder engagement and requirements analysis.
  • Strong skills in graphic design and UX for intranet solutions.
  • Proven experience leading technical teams on enterprise-scale projects.
