The Technical Program Manager (TPM) in the Sphera Government Solutions product line will support the execution and delivery of complex, cross-functional technical programs that involve engineering, quality assurance, security, compliance, and product stakeholders. The TPM will assist in converting strategy into measurable outcomes for the U.S. federal government. The TPM provides program leadership while developing technical fluency in federal compliance and stakeholder relationships, thereby mitigating risks in delivery and accelerating mission impact.
Key Responsibilities
- Lead the planning and execution of multi-workstream programs, defining requirements, building project roadmaps, managing dependencies, tracking milestones, and delivering outcomes aligned with strategic objectives.
- Drive rigorous risk, issue, and resource management, proactively identifying and resolving technical and organizational blockers to protect timelines and budgets.
- Ensure compliance and security oversight for software developed and deployed in regulated environments, including DLA enclave contexts, meeting FedRAMP, FISMA, TSCA, SCAP, and DLA-specific requirements through proactive gap mitigation.
- Facilitate cross-functional alignment across engineering, QA, DevOps, cybersecurity, Product, and external stakeholders to break down silos and accelerate coordinated delivery.
- Establish transparent status, metrics, and executive-ready reporting focused on progress, risks, and mission/business outcomes, such as compliance, performance, and adoption.
- Support structured change management initiatives by centralizing stakeholder communications to ensure that goals, timelines, and evolving requirements are understood and acted upon.
- Participate in technical discussions and contribute to problem-solving efforts, including architecture/engineering reviews, and translate complex requirements into actionable deliverables.
- Execute program delivery in alignment with Sphera’s platform strategy for mission-ready apps that inherit compliance and scale by design.
- Manage programs across multiple engineering teams, fostering stakeholder communication and relationships.
- Identify and implement process improvements within assigned programs.
Qualifications & Experience
- As a U.S. citizen or Green Card holder, you may be eligible for this position due to the need for government project access.
- You should have 3-7 years of experience participating in or leading medium-complexity technical programs, preferably in federal/defense or other regulated domains.
- Strong written and verbal communication skills are essential. You should be able to facilitate alignment across multiple stakeholders, engineering squads, and Product Owners through transparent and collaborative dialogue.
- Familiarity with Microsoft Project, Azure DevOps, Jira, Confluence, and other project management tools is required.
- Analytical problem-solving skills are crucial. You should be able to decompose cross-team issues, identify root causes using data and metrics, and drive actionable decisions to unblock delivery in regulated environments.
- Proficiency with Agile program management (Scrum, Kanban, SAFe) and modern tooling is preferred.
- A Bachelor’s degree in Engineering, Computer Science, or a related field is required. Relevant work experience is also acceptable. An advanced degree or PMP certification is preferred.
- Experience working on secure, mission-critical government software with disciplined execution and stakeholder alignment is highly desirable.
- Experience working on or familiarity with software engineering, cloud security, QA, and government compliance frameworks (FedRAMP, FISMA, SCAP, TSCA, and DLA requirements) is also beneficial.

Pay:
$106,000.00 - $158,000.00 + Eligible for Variable Compensation PlanCommensurate with relevant qualifications and experience
