ECS is seeking a Business Intelligence Analyst to work in our Dayton, OH office.  Please Note: This position is contingent upon contract award.

The Air Force (AF) Reliability and Maintainability Information System (REMIS), Air Force Life Cycle Management Center (AFLCMC), Business and Enterprise Systems (BES) Directorate (GB) requires full software development lifecycle activities to preserve and enhance REMIS service capabilities in support of United States (US) warfighters worldwide.

REMIS is the AF Maintenance Enterprise system providing organizational, intermediate and depot level operational authoritative information for all AF weapon systems (Fighter, Bomber, Transport and Helicopter; Remotely Piloted Vehicle (RPV)/Unmanned Aerial Vehicle (UAV); Satellite, Missile; Trainer; Mine-Resistant Ambush Protected (MRAP) Vehicles; Communications-Electronics; Intercontinental Ballistic Missiles (ICBM) and Support Equipment) supporting AF worldwide Operating Bases and Logistic Complexes. REMIS is a data system for collecting, validating, editing, processing, integrating, standardizing and reporting equipment maintenance data, including reliability and maintainability data, on a global basis. REMIS is the Financial System feeder for cost accounting and depreciation of all AF weapon systems.

The scope of services will support the REMIS Program Management Office (PMO), AFLCMC/GBM. ECS will perform all technical and operational support for REMIS which will require expertise in large-scale systems engineering, development, integration, and operational processes.

ECS is looking for an experienced Business Intelligence Analyst SME who provides subject matter expertise on business processes and requirements to ensure software solutions meet customer needs.

Key Responsibilities:

  1. Requirements Gathering and Analysis:
    • Collaborate with stakeholders to gather and document business requirements.
    • Analyze business processes to identify areas for improvement.
    • Develop detailed functional and technical specifications.
  2. Data Analysis:
    • Conduct data analysis to support business decisions.
    • Create reports and dashboards to visualize data insights.
    • Identify trends and patterns in data to inform recommendations.
  3. Solution Development:
    • Work with development teams to design and implement solutions.
    • Ensure solutions meet business requirements and are delivered on time.
    • Conduct user acceptance testing and provide feedback.
  4. Project Management Support:
    • Assist in project planning and coordination.
    • Track project progress and report on status.
    • Identify and mitigate project risks.
  5. Stakeholder Communication:
    • Facilitate meetings and workshops with stakeholders.
    • Communicate project updates and deliverables.
    • Manage stakeholder expectations and address concerns.
  6. Continuous Improvement:
    • Identify opportunities for process improvement.
    • Implement best practices and standards.
    • Stay current with industry trends and technologies.
  7. Transition Support:
    • Complete a 60-day transition-in period to transfer knowledge and safeguard REMIS integrity.
    • Provide qualified resources to assume responsibility during the transition period.
    • Ensure REMIS maintains availability throughout the transition.
    • Create a transition-in plan following ISO 9001:2015 Quality Management best practices.
    • Prepare a Software Transition Plan (STRP) for phase-out 90 days prior to contract end.
    • Participate in the transition team and guide the incoming contractor.
    • Furnish phase-in familiarization training for the successor.
    • Deliver a final version of the Data Accession List (DAL).
    • Provide experienced personnel during the transition.
    • Coordinate with the incumbent support contractor for transfer of accesses and resources.
  8. Application and Interface Monitoring:
    • Ensure uninterrupted and secure REMIS application service.
    • Implement security measures to prevent data breaches.
    • Monitor system performance and address issues promptly.
    • Establish a 24/7 monitoring and maintenance program.
    • Implement service restoration scripts as needed.
  9. Product Backlog Management:
    • Maintain a dynamic product backlog.
    • Conduct user research and usability testing.
    • Develop and prioritize user stories.
    • Collaborate with the Product Owner.
    • Refine user stories throughout Agile development.
    • Align backlog development with Agile ceremonies.
  10. Agile Development Processes:
    • Use Agile methodologies like Scrum or Kanban to develop and deliver REMIS.
    • Support frequent and incremental releases.
    • Create and maintain system architecture and product roadmap.
    • Define and refine user stories and acceptance criteria.
    • Integrate systems engineering reviews into Agile delivery.
    • Measure conformance with quality standards.
    • Establish CI/CD processes and incorporate security testing.
    • Develop automated testing and quality assurance processes.
    • Execute Sprints using Story Point Estimation and Effort Hours.
    • Use Agile development support tools like Microsoft Azure DevOps, Jira, Confluence, and Remedy.
    • Use Agile metrics to track delivery performance.
    • Deliver quarterly Agile Metrics Report.
  11. User Manuals and Help Screens:
    • Maintain and update REMIS User Manuals and Help Screens.
    • Ensure documentation reflects current system capabilities.
    • Update content as part of Agile sprint deliverables.
    • Maintain accessibility, clarity, and consistency.
    • Ensure documentation meets Government accessibility standards.
    • Use a single-source documentation approach.
    • Use tools like Confluence or Git-based version control for updates.
  12. Level 3 Service Support:
    • Provide Level 3 support for REMIS and PMO.
    • Validate Level 3 findings.
    • Provide technical support on REMIS application software and operating system issues.
    • Determine issues to be added to the PMO Initiatives board.
  13. Personnel Skills and Knowledge:
    • Designate a Business Intelligence Analyst, Computer Systems Engineer/Architect, and IT Project Manager as Key Personnel.
    • Ensure technical resources have necessary qualifications and security clearances.
    • Provide two technical resources (System Administrator/Database Administrator) with Tier 3 investigation for eligibility to access Secret level data and networks.
  14. Cyberspace Workforce Training and Certification:
    • Ensure personnel have proper qualifications for cyberspace functions.
    • Provide documentation supporting qualification status.
    • Comply with DoDM 8140.03 and AFMAN 17-1305 requirements.
    • Maintain continuing education requirements.

The Business Intelligence Analyst SME requires to reside within 35 miles of Wright Patterson AFB, Dayton, OH, and must possess a SECRET clearance.  

Qualifications
  • 10+ years of proven work experience as a Business Analyst or similar role.
  • Active Secret (or higher) security clearance.
  • Masters degree in Information Systems, Computer Science, or related field.
  • Proven experience in systems analysis, electronic data processing, and computer programming.
  • Familiarity with AWS GovCloud and DISA Capacity Services.
  • Strong understanding of AF security policies and standards.
  • Excellent problem-solving and analytical skills.
  • Effective communication and collaboration skills.
