MAIN PURPOSE
Provide strategic leadership for the Brainkind’s property portfolio, taking overall responsibility for its development and day to day property management in line with trusts mission, vision and values. Ensuring that all properties are safe, secure and compliant, and to continue to drive improvements to the estates, facilities, and other services and to promote excellent internal customer service.
To develop, maintain and lead on the Estates Strategy aligning it to Brainkind’s Strategic Development Plan. This will include leading on the condition and asset survey plan to improve building facilities in an innovative and creative way.
To take responsibility for the delivery and successful completion of development, capital and cyclical projects; including overall responsibility for the annual associated budgets.
To providing operational leadership, to ensure that properties and assets are managed and maintained within legislative requirements and best practice to maximise quality, sustainability, customer satisfaction and value for money.
Ensuring there is a sufficient technical support service working alongside operational management to provide a quality service that meets the expectations of all stakeholders.

MAIN TASKS AND RESPONSIBILITIES
• To provide advice and guidance to the Brainkind’s Senior Management Team with a shared responsibility for the overall direction and performance of the Trust’s property portfolio.
• Contribute to the business planning process, and lead on the development of relevant business/strategic plans, including board reports.
• Make a full and active contribution to group-wide projects and initiatives in a positive and innovative way.
• Be pro-active in partnership working and networking, and positively promote Brainkind. Lead on preparation for internal and external audits and inspections, service/process reviews.
• To monitor compliance and standards of the PPM suppliers and manage regional maintenance suppliers.
• Prepare, plan and manage capital, maintenance and departmental budgets and annual build programme for all construction work.
• Manage all building works undertaken by internal team including maintenance and capital building projects.
• Take a leading role in preparing, agreeing and managing design briefs and establish the budget for new and alterations to existing buildings and infrastructure.
• Manage capital works, maintenance budgets and construction works within agreed budgets.
• Provide commentary on monthly budget reporting for repairs and renewals and capital projects with the Regional Property Managers.
• Manage the preparation of risk assessments, method statements, pre-contract information and construction phase plans under Construction (Design and Management) regulations. Prepare where necessary Estates and Property reports for Executives and Trustees.
• Provide expertise in environmental issues from a building and land management perspective.
• Manage rented tenancy properties, their maintenance and tenancies.
• Manage portfolio of properties and land owned and rented by Brainkind – make recommendations to SMT on maximising land opportunities.
• Work to promote positive relationships across Brainkind and support the Senior Management Team in achieving their aims and objectives. Inform, develop and implement the strategic aims and operational objectives of Brainkind.


About You
• Wide range of experience of working at a senior level in an estates role, ideally with previous experience of working at a Head of Estates, or similar, within a healthcare or social care organisation with a large number of properties.
• Evidence of post qualifying and continuing professional development.
• Member of relevant professional body.
• Sound knowledge, backed up with relevant experience, of energy management, carbon reduction and environmental issues.
• In depth knowledge of varying types of construction, engineering systems and differing age of estate infrastructure.
• Experience at a senior level of Estates and/or Facilities functions within the healthcare sector, or other similar large complex multidisciplinary organisations.
• Experience of demonstrating sound financial control, quality and budget management in a complex dynamic and multidisciplinary environment.
• Extensive experience in business planning and developing business cases for property projects.
• In depth knowledge of contract principles including administration of different forms of contracts, such as the JCT and NEC suite of contracts.
• Working knowledge of the BREAM environmental assessment process.
• Extensive knowledge, gained through both training and experience, of the requirements for the safe management of fire safety in Healthcare premises.
• In-depth knowledge and/or experience of the majority of the following areas: Fire Safety Management, Water Safety Management LV electrical systems, Heating systems, Healthcare Construction, Contract Management, Project Management, Building Management.
• Able to lead and guide the estates team, as well as third party specialists, where needed, to deliver successful outcomes for Brainkind.
• Ability to work with and interpret CAD and other technical design drawing.
• Experience of presenting complex estates issues in a way they are understood by all stakeholders and appropriate decisions are made on these.
• Able to meet the travelling requirements of the role, with some overnight stays.
• Full Driving License.
