Organizational Setting and Reporting Relationship
The position of Associate Project Officer is assigned to the Cambodia Resident Mission within the Southeast Asia Department. You will be based at our Resident Mission Office in Phnom Phen.
You will report to the designated Technical International Staff.
Your Role
As an Associate Project Officer, you will undertake analytical, statistical, and administrative work to support project administration and portfolio management to the Cambodia Resident Mission (CARM), including loan/grant/technical assistance (TA) administration, procurement of goods, works and consulting services, project financial management, and results monitoring.
You Will:
- Help analyze country portfolio performance by collecting, updating, and analyzing project data. Review and comment upon monthly, quarterly, and annual reports, briefing notes, fact sheets, and responses to internal and external requests.
- Monitor implementation progress of projects, assess their impact and performance, and provide analytical inputs for portfolio review meetings. Follow up on agreed action plans.
- Track project implementation performance to ensure delivery of planned outputs and outcomes and work with the project team leader to review project implementation documents. Maintain project status and progress in internal information systems used for project, consultant, and procurement management.
- Work with project officers to review project management arrangements, identify challenges, and recommend solutions with government counterparts.
- Provide support to associate project officers and maintain close links with headquarters project officers and specialists.
- Maintain project-related documents, records, and files for assigned projects.
- Assist project teams in organizing and supporting capacity-building activities, including workshops and seminars for executing and implementing agencies.
- Perform other tasks as assigned by the supervisor and reflected in the work plan.
Qualifications
You Will Need:
- Bachelor's degree in Business Administration, Economics, Finance, Social Development or other relevant professional discipline, preferably with advanced training
- At least 5 years of related work experience in development assistance, portfolio management, or project administration
- Knowledge of the project cycle (e.g. project planning; project implementation) and information management systems
- Familiarity with procurement of goods, works and services in multilateral development banks
- Experience undertaking background research on well-defined tasks, collecting and organizing required data, analyzing and presenting data; and preparing notes, papers, and sections of reports
- Client focus and commitment to results
- Proficiency in spreadsheet analysis, and information technology
- Experience working with teams as a constructive member
- Written and verbal communication skills in English and the national language

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Cambodia.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff’s particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff’s performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
