Context:
Established in 1951, the International Organization for Migration (IOM) is a related organization of the United Nations (UN), and as the leading UN agency in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by advancing the understanding of migration issues, assisting governments in meeting the challenges of migration, encouraging social and economic development through migration, and upholding the dignity and well-being of migrants, their families, and their communities.
Throughout the years, IOM has gained expertise and capacity to address national and regional migration issues. Its collaboration network covers a wide range of stakeholders, including but not limited to ASEAN Member States, IOM regional Country Offices, governmental and non-governmental institutions of Indonesia, etc. The working scope of IOM has several thematic areas such as counter- trafficking and protection, disaster climate and resilience, immigration and border governance, labour mobility and social inclusion, refugee care and assistance, resettlement and assisted voluntary return and reintegration.
Under the overall supervision of the Programme Manager (IBG), the consultancy will contribute to the implementation of the project through conducting a comprehensive study on traditional movements and irregular migration at the land borders.
Responsibilities And Accountabilities
- Conduct a comprehensive study on traditional movements and irregular migration practices at land borders in West Kalimantan-Malaysia and East Nusa Tenggara-Timor-Leste, including but not limited to:
- Literature review of existing regulations, policies, and practices related to cross-border movements.
- Prepare a comprehensive design/technical plan for the study, detailing the methodology (e.g, interviews, focus group discussions, etc), tools, respondents, and timeline for implementation and delivery of the assignments.
- In coordination with the project team, develop the tools in accordance with the methodology proposed.
- Conduct data collection with relevant stakeholders, including the Customs, Immigration, Quarantine and Security (CIQS), the National Border Management Agency (BNPP), Indonesian Armed Forces, local government, and border communities.
- Draft report on the mapping and analysis of the traditional migration trends, demography, risks, and challenges faced by border communities, including but not limited to those related to the usage and issuance of border passes, the presence of traditional border posts, and legal identity.
- Prepare a consolidated analytical report as a baseline with evidence-based findings and recommendations in English, covering but not limited to:
- Key trends and challenges in traditional and irregular migration at the two target land borders.
- Lessons learned from the comparative visit.
- Practical options for improving governance of traditional and irregular movements in Indonesia.
- Recommendations for enhancing bilateral cooperation and contributing to the operationalization or renegotiation of the BCAs with Malaysia and Timor-Leste.
- Support the proofreading and review of the translated consolidated report.
Required Qualifications and Experience
Education
- Bachelor’s degree in Migration Studies, Law, Criminology, Social Science, Public Policy, or relevant fields from accredited institutions with a minimum of eight (8) years of experience in the development sector and specific experience in conducting study/research on migration and border governance (preferred), or
- Master’s degree in Migration Studies, Law, Criminology, Social Science, Public Policy, or relevant fields from accredited institutions with five (5) years of experience.
Experience
- Experience working with relevant governmental and non-governmental institutions, including senior representatives in charge of border management issues in Indonesia, would be a distinct advantage; experience working with International Organizations is preferable.
- Have a thorough understanding of issues pertaining to migration management, particularly border governance, transnational organized crime, as well as knowledge of the Indonesian context is highly required.
- Good command of data collection and interviewing techniques.
- Excellent time management skills and ability to produce outputs as per agreed deadlines.
- High proficiency in the use of Microsoft applications.
- Excellent presentation, oral, and written communication skills, as well as strong analytical, verbal, and report writing skills in Bahasa Indonesia and English.
The consultant will need to submit a technical and financial proposal in ENGLISH. Each submission must include the following:
- Technical Proposal with a detailed profile of the consultant (education, certification, previous work experience), methodology, proposed work plan outlines, sample of output used in each phase, implementation processes, and a sample of previous work.
- Financial Proposal listing all costs associated with the assignment in local currency (IDR). In particular, the financial proposal should itemize the following:
- Consultancy fees, including additional supporting resources per person per day/activity.
