Position Description
This position provides technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
Responsibilities for a Transportation Specialist III, IV & V:
- Assists in overseeing and administering contracts for installation and maintenance of traffic systems and traffic data collection devices.
- Assists in overseeing and monitoring Community Traffic Safety Programs and activities involving preparation of the District Highway Safety Plan.
- Assists in overseeing design work among TxDOT entities, consultants and contractors.
- Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
- Assists in overseeing project design involving design calculations and sketches of plans, layouts and typical sections.
- Assists in overseeing traffic management programs/projects involving technical employees engaged in developing, installing, testing, programming and repairing electrical/electronic devices/systems.
- Assists in planning, developing, administering and monitoring district maintenance contracts and service agreements.
- Conducts immediate inspection of damaged bridges, determines necessity of temporary or permanent repairs and notifies maintenance personnel; makes recommendations for the closing of bridges.
- Coordinates engineering field staff activities and provides technical assistance in resolving construction problems.
- Develops and prepares consultant work orders and agreements.
- Implements the Vegetation/Herbicide Program.
- Prepares and monitors contracts for inspections done by consultants.
- Performs other job responsibilities as assigned. This position requires driving a state vehicle.
- Analyzes construction, maintenance and building contract specifications conflicts and ambiguities.
- Assists in overseeing complex design work among TxDOT entities, consultants and contractors.
- Assists in prioritizing and scheduling projects.
Additional Responsibilities For A Transportation Specialist Iv And V:
- Coordinates programs and projects to enhance efficiency and streamline operations.
- Implements proper traffic control procedures and safety precautions at construction sites to preclude traffic congestion and accidents; identifies utility locations and directs use of proper equipment.
- Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of work completed.
- Inspects roadways and evaluates road conditions.
- Makes recommendations to replace or modify signs, signals and illumination devices.
- Monitors the design and execution of state-funded rehabilitation and preventive maintenance projects.
- Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems.
- Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications.
- Travels to districts and maintenance offices to perform site visits and monitor maintenance programs
Additional Responsibilities For A Transportation Specialist V:
- Coordinates data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and plan development.
- Develops and oversees a maintenance quality control evaluation program for all district roadways.
- Oversees engineering field staff activities and provides advanced technical assistance in resolving construction problems.
- Oversees project design involving design calculations and sketches of plans, layouts and typical sections.
- Oversees the development of short- and long-range maintenance plans and monitors operations to ensure compliance with plans.
- Plans, develops, administers and monitors maintenance contracts and service agreements.
- Prioritizes and schedules projects.
- Provides dispute resolution services.
- Provides technical assistance in resolving construction problems related to contract administration.
- Coordinates and performs interim and final inspections to identify deficiencies.
- Coordinates maintenance material purchasing.
Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience:5 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).
Licenses And Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
