Senior Specialist - Airspace

Certification/Approval, Audit and Continued Oversight

• Ensure that all certification/approvals and audits for IFPD, AIM, ASSP and SAR are managed effectively in line with stipulated guidelines and relevant certificates/approvals and/or recommend for certification/approval, as per the Technical Authority Manual. 
• Provide inputs into the process of developing the annual oversight (surveillance) program to ensure compliance with standards and regulations.
• Ensure timely and up to date data in Q-Pulse (Auditing System) to ensure compliance with GCAA’s roles and functions. 
• Conduct Aviation Safety-related investigations, coordinating where operational issues are relevant in order to determine the cause of accidents and prevent future incidents.
• Lead an audit team when carrying out audits involving multi-disciplinary audits on clients to ensure that audit outcomes are effective and of a high standard.

Supervising/Mentoring

• Supervise the development of safety regulations related to job area to ensure they meet national and international standards.
• Review reports and documents prepared by inspectors, as required, ensuring accuracy and quality.
• Provide on-the-job training and coaching to subordinate Inspectors to assist in their development program.

Audit & Surveillance Programs

• Implement corrective actions raised against the department during internal surveillance program to ascertain alignment of Safety Affairs standards in line with international standards and continuous improvement.
• Investigate and follow up on ROSI and VORSY reports, as required
• Support the administration of all auditing activities by external entities of Safety Affairs including ICAO, and IMS to ensure smooth and productive audit.

Document Management

• Maintain a comprehensive record of relevant certification, reports, recommendations and general documents to ensure an accurate record and evidence base.

Safety Policy / Safety Promotion and Culture

• Assist in providing input into the identification of Acceptable Levels of Safety performance (ALOSP) to ensure appropriate and achievable targets are set.
• Improve and implement safety promotion activities to disseminate and nurture a safety awareness culture in the UAE civil aviation industry and to keep industry players abreast of changes to relevant rules, regulations and other aviation safety developments.
• Provide advice and guidance to the Sector, sharing best practice, trends and the findings of reviews, studies and investigations to prevent future occurrences/incidents/accidents.

Policies, Systems, Processes and Procedures

• Assist the management in maintaining on-going liaison with foreign and international aviation regulatory bodies on new requirements and changes to existing safety regulations to foster the safe and orderly growth of UAE Civil Aviation.
• Implement Safety Affairs policies, systems, processes, and procedures so that all relevant procedural/legislative requirements are fulfilled while delivering high quality safety services to the UAE civil aviation industry in accordance with customer services standards.  This includes but are not limited to the UAE Airspace Policy, UAE ATM Strategic plan, UAE Airspace Master Plan, UAE PBN Implementation plan and any Airspace Section Regulation updates.

Change Management

• Assist the line manager in implementing the change management programs to drive continuous improvement of functional systems, processes and practices taking into account ‘international best practice.

Knowledge And Experience:

• University degree in relevant aviation discipline or ATC / Flight Crew License with 5 years’ experience in a similar function. 
• Must have successfully completed a recognized PANS OPS Course, Safety Management Systems, Quality Management Systems, Auditing Techniques and Human Factors Principles
• Extensive knowledge of ICAO SARPS, Chicago Convention, International Civil Aviation Law and UAE CARs
