Job Description

Project: WWE ENTERPRISE WORKFORCE STRATEGY PROJECT

The 1244 Senior Human Resources Analyst serves as team leader in recruitment and selection, classification and compensation, and human resources operations; and as main point of contact for assigned divisions, including providing guidance and consultation to hiring managers and DPLs in all recruitment-related and personnel matters. Lead and assist in initiatives that support TA’s goals in improving recruitment and selection processes, creating a data-driven culture, and strengthening strategic partnerships with stakeholders.

Essential Functions:

Examination:

  1. Leads at least 8 major and complex examination process per fiscal year, including meeting and guiding hiring managers and SMEs, conducting job analysis, posting job ads, screening applicants, developing and administering examinations, conducting scoring analyses, and creating eligible list score reports.
  2. Serves as SME and provides support to 1241 on examination-related topics.

Operations:

  1. Assists 1241 on operations and works on complex and contentious PRSP and exempt recruitments including posting job ads, screening applicants, providing recommendations and instructions to DPLs on interview process.
  2. Reviews organizational charts of assigned divisions and determine if classes are used appropriately.

Administration:

  1. Provides information related to salary, compensation, and extended range processes to hiring managers.
  2. Leads investigations and respond to CSC appeals, inspection requests, and general complaints for recruitment processes with 1246’ support.
  3. May provide direction to RTF submission and various administrative tasks within the recruitment process.
  4. Inputs data into Hiring Tracker for recruitments.

Classification:

  1. Conducts investigations and surveys concerning the duties, responsibilities, and qualifications of positions in the classified service.
  2. Makes field and desk audits of work performed by various classifications within assigned divisions.
  3.  Recommends and prepares class specifications for new classifications or revises existing class specifications, including participating in and facilitating meetings with DHR, unions, and other City agencies.

Projects:

  1. Under the guidance of 1246 or management, leads TA projects on recruitment and personnel matters, such as salary and compensation, process improvement, data analytics, and related topics.
  2. Provides periodic updates to the TA team and management regarding progress, timeline, and roadblocks.

Consultation:

  1. Leads monthly meetings with assigned division and assesses their workforce needs, responds to requests for information. 
  2. Represents TA and serves as primary contact for division for all hiring activities.
  3. Leads prioritization of hiring recruitment activities for division in consultation with 1246.
  4. Provides consultation and training to hiring managers and DPLs on a regular basis on recruitment-related matters.

Supervision:

  1. May supervise the work of subordinate staff.

Class 1244 Senior Human Resources Analyst performs other related duties as required.

Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:

Possession of a baccalaureate degree from an accredited college or university.

Experience:

Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; hu-man resources operations; diversity, equity, and inclusion; and personnel training.

Substitution:

Education Substitution - Additional qualifying work experience as a professional human re-sources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Pro-gram may substitute for one (1) year of required professional experience.

Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Ad-ministration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
