THE OPPORTUNITY:The Senior Manager, Behavioral Health Partnerships & Programs provides strategic leadership and operational oversight for behavioral health, substance use, and community-based initiatives at a population health level. This role guides the development, implementation, and evaluation of evidence-based programs aimed at improving clinical outcomes, enhancing quality, and controlling costs. The Senior Manager collaborates cross-functionally with clinical, operational, and external partners to advance integrated behavioral health and holistic service delivery, foster strategic partnerships, and contribute to long-term organizational goals through data-driven strategy, actionable analytics, and continuous performance measurement (this role does not provide direct patient care). The individual must be based in Chicago and have the ability to travel as needed.

What You Can Look Forward To:

  • Serves as an enterprise-wide subject matter expert, advising and leading behavioral health initiatives addressing mental health, substance use disorders, and social determinants of health across MHN’s service populations. 
  • Provides oversight and strategic direction for MHN’s Behavioral Health Mobile Crisis Team (BHMCT), which delivers in-person crisis intervention services across Chicago and Cook County. 
  • Builds and sustains strategic partnerships with hospital systems, FQHCs, CMHCs, and community-based organizations to implement impactful programming. 
  • Collaborates with clinical and operations teams to design innovative, evidence-based models that enhance care delivery and population health outcomes. 
  • Leads development, implementation, and management of behavioral health initiatives grounded in evidence-based practices. 
  • Evaluates and evolves current and future programs to ensure relevance, effectiveness, and alignment with organizational goals. 
  • Facilitates provider-led subcommittees, advisory groups, and ad-hoc workgroups to inform strategy and practice. 
  • Provides consultation on the design of actionable analytics and technical workflows to support program execution and ongoing performance measurement. 
  • Develops specialized professional development & training curricula aligned with areas of expertise. 
  • Performs additional responsibilities as needed to support organizational priorities. 

What You’Ll Need To Succeed:

  • Licensed Clinical Social Worker (LCSW) or Clinical Psychologist (PhD / PsyD)
  • Must currently meet or be on track to meet the qualifications of a Qualified Mental Health Professional as defined in Chapter 400 of the Medicaid Services Manual within 6 months of hire.
  • Proven track record in managing programs from inception to completion, with hands-on leadership of a team of direct reports.
  • Knowledge of FQHCs, academic medical centers, safety net/public health hospitals, and the managed care environment
  • Extensive expertise supporting at-risk populations, including individuals with mental illness, substance use disorders, and significant health or social disparities, across both clinical and administrative settings. 
  • Strategic thinker with a focus on aligning initiatives to long-term organizational goals and sustainable impact.
  • Skilled in government healthcare programs such as Medicaid and Medicare, with managed care expertise. 
  • Proven ability to independently manage complex programs and competing priorities. 
  • Proficient in data analysis for program evaluation and process improvement (QAPI/IHI experience preferred). 
  • Strong knowledge of population health strategies and care/disease management systems. 
  • Deep understanding of social determinants of health and barriers to healthcare access. 
  • Collaborative partner with providers, leadership, and front-line staff to drive outcomes. 
  • Exceptional communication skills; effective working independently and across diverse teams. 
  • Ability to remain flexible and productive in a fast-paced and frequently changing workplace.
