.A Police Oversight Deputy Director position is available with The Office of Police Oversight Monitor (OPOM). The Police Oversight Deputy Director will assist in planning, directing, and managing the activities and operations of the OPOM. This position provides civilian oversight over Fort Worth law enforcement by reviewing, analyzing, evaluating, and processing public complaints. The Police Oversight Deputy Director will provide highly responsible and complex administrative support to the Police Oversight Director while serving as senior operational leader to enhance police-community relationships and promote accountability through independent oversight.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with major course work in Criminal Justice, labor/employment law, public administration, criminal justice, or a related field.
  • Six (6) years of experience in the field of public administration focused on criminal justice or policing.
  • (2) years of supervisory responsibility experience.
  • No prior experience with or other representation of the Fort Worth Police Department or individual Fort Worth Police Officers.  Preference will be given to individuals with experience in all phases of law enforcement monitoring, auditing and compliance, civilian oversight administration, procedural justice and civil rights protection.  
  • Valid Driver's License.
  • Ability to meet a background check that allows for CJIS (Criminal Justice Information System) certification.

Preferred Qualifications:

  • Criminal Justice/Legal Experience: Professional experience with criminal law, investigations, legal proceedings, civil rights, or justice system operations (prosecution, defense, probation, court administration, legal support, etc.)
  • Oversight/Compliance Experience: Internal affairs, inspector general, audit functions, regulatory compliance, quality assurance, or government accountability roles
  • Data Analysis & Reporting: Creating analytical reports, identifying patterns/trends, statistical analysis, audit documentation, or performance measurement systems
  • Supervisory Leadership: Managing professional staff, leading cross-functional teams, or directing program operations with measurable outcomes
  • Public/Community Interface: Public speaking, community engagement, media relations, stakeholder management, or representing organizations in sensitive situations
  • Policy/Operations Development: Writing SOPs, policy analysis, process improvement, program implementation, or translating regulations into operational procedures
  • Government/Public Administration: Municipal, county, state, or federal government experience; budget management; understanding of public sector operations, procurement, and administrative processes

The Police Oversight Deputy Director job responsibilities include:

  • Executive Leadership & Operations: Serve as senior designee, translate strategic initiatives into operational programs, and ensure seamless continuity of department operations
  • Staff Management & Oversight: Directly supervise analytical, policy, and community engagement teams; conduct performance evaluations and provide professional development
  • Investigation & Complaint Management: Oversee complaint intake process, conduct complainant interviews, monitor critical incidents, and coordinate with FWPD Internal Affairs Division
  • Data Analysis & Policy Development: Lead patterns and practices assessments, analyze departmental data to identify systemic issues, and develop policy recommendations for operational improvements
  • Community Engagement: Develop and implement outreach strategies, manage public communications, and represent the office at community events to build transparency and trust

Working Conditions and Physical Demands

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, walking and repetitive motions.

Sedentary Work – Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or Page 4 of 4 constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Criminal Justice Information Systems (CJIS) Background Check

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.  Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
