About The Team
The Online Safety Group’s purpose is to ensure UK citizens have a safer life online by implementing and overseeing the requirements under the Online Safety Act 2023. The Group is responsible for delivering online safety policy, supervising online services, and building technical expertise to meet the regime’s aims.
This role is in the Governance and Risk Management (GRM) Strategy and Standards team within Ofcom’s Supervision Team. The GRM team leads Ofcom’s strategic priority for Governance and Risk across services, setting strategy and standards for the evaluation of industry risk assessments and online safety corporate governance practices. This team has a dual role as an internal advisory function to other teams, and as the driver for GRM standards and strategy.
Purpose of the Role
We are recruiting a Risk and Governance Standards Manager to work on projects relating to service risk assessments for illegal content and for content harmful to children, and corporate governance practices for safety by design.
The successful candidate will have strong research and data analysis and writing skills, have or be willing to acquire a deep understanding of Ofcom’s regulatory framework for risk and governance, and be able to work effectively with internal clients for positive outcomes. The role includes day-to-day project management or risk assessments, including planning, delivering analysis and co-ordination of our ambitious work.
You’ll play a pivotal role advocating for high standards for risk governance, and work closely with the wider Online Safety Group - particularly with Ofcom’s enforcement, legal, supervision and policy development teams.
Your Key Responsibilities
- Project manage requests for service risk assessments, working closely with supervision and enforcement teams;
- Oversee analysis of risk assessments with excellent attention to detail; quality assure and interpret data to identity key points and provide evidence-based insights.
- Evaluate and interpret services’ risk assessments against our regulatory standards and with input from internal experts where needed;
- Contribute to the development of our evaluation framework for risk assessments and corporate governance practices, as part of the GRM team;
- Play an active part in building a strong central team, with a bias for collaboration and navigating ambiguity together as we set the foundations for a new regulatory framework;
- Produce high quality data analysis, charts, and written materials suitable for external publication;
- Communicate findings/insights from risk assessments to colleagues, and help to ensure the GRM team’s insights are effectively integrated into decision making across the Online Safety Group;
- Work effectively and collaboratively with internal stakeholders, managing issues and risks as they occur including escalating when appropriate.
- Oversee the work of junior colleagues and/or other team’s contributions;
The skills, knowledge and experience you will need for success
Technical Knowledge:
- Data analysis: Excellent attention to detail and analytical skills. Ability to quality assure and interpret data to identity key points and provide evidence-based insights.
- Programme management: Experience of managing complex evidence-based projects, leading on detailed planning for workstreams, identifying critical dependencies and resourcing needs. You will also have experience overseeing project work of others within your team.
- Online Safety user risks and corporate governance: Experience of running evidence-based projects on online safety topics such as risk management, safety by design, safety governance, trust and safety practices, online harms or other relevant areas.
