The Public Employees Retirement System is recruiting for one (1) Senior Internal Auditor (Internal Auditor 2) in the Compliance, Audit, and Risk Division (CARD), Internal Audit Section (IAS).

  • There is one full-time, permanent position.
  • This is a hybrid work position based at our headquarters office in Tigard, Oregon.  Most duties and audits can be done remotely, however there may be an instance where audit work may need to be performed in the office.
  • This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.
  • This is a management service, non-supervisory position.  It is not represented by a union or collective bargaining agreement.

Compliance, Audit, and Risk Division (CARD)

CARD assists the agency in meeting its mission by directing risk management and compliance activity for the agency’s programs: Tier One/Two, OPSRP, Oregon Savings Growth Plan, PERS Health Insurance Program, and the State Social Security Program. The Division oversees and coordinates legal activities, assists management in the identification and management of risks, and provides independent audit and consulting services to ensure compliance with rules and identify operational inefficiencies. Additionally, CARD oversees the agency’s Information Security Program, Continuity Management Program, and records management.

Internal Audit Section (IAS)

IAS provides independent, objective assurance and consulting activity designed to improve agency operations. The focus is on the organization's success through assessment of organization-wide risk and management controls. IAS follows international audit standards to help the agency accomplish its objectives by using a systematic approach to evaluate and improve the effectiveness of the agency's risk management, compliance, control, and governance processes.

What You Will Be Doing:

The primary purpose of the Senior Internal Auditor (IA2) position is to independently organize, lead and execute moderately scoped internal audits and consulting engagements of the programmatically complex retirement system following appropriate audit standards. This position may also work under the guidance of a Principal Internal Auditor on more complex engagements.

What Are We Looking For?

Minimum Qualifications

5 years of experience performing professional level auditing, investigations, compliance, policy/program, or work closely related to the agency mission

Or

A Bachelor’s degree in business-related field such as business or public administration, finance, economics, computer science, accounting; or a field specific to the Agency's mission

And

2 years of experience performing professional level auditing, investigations, compliance, policy/program, or work closely related to the agency mission

Candidates who are the most competitive will possess the following skills, background, and areas of experience:

  • Experience conducting performance or operational audits.
  • Experience in the Governmental sector.
  • Knowledge of Internal Control Frameworks and Auditing Standards.
  • Strong analytical skills – be able to analyze large amounts of data from various sources, draw appropriate conclusions, and synthesize into a cohesive report.
  • Attention To Detail.

  • Strong written and oral communication skills.
  • Strong ability to work independently as well as within a team environment.    
  • Professional certification, such as CIA, CPA, CISA, CFE, CGAP.
  • Preference may be given to candidates with State of Oregon auditing experience.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
