The Refugee Resettlement Department assists refugees in Houston to acquire the knowledge and skills needed to reach self-sufficiency and live with dignity.
The Supervisor, Employment is responsible for providing comprehensive programs that focus on building human assets and fostering self-sufficiency. The Supervisor, Employment plays an integral role in helping refugees, asylees, Cuban entrants, and victims of trafficking gain access to a wide range of employment services with the goal of becoming self-sufficient. The Supervisor, Employment ensures that services provided to refugee clients are in line with each programs’ requirements as well as the agency’s mission. Assists with completing all necessary reports for grants supporting the employment program. Responsible for employee performance development and other supervisory duties.
Principal Duties
- Provides guidance and supervision of support staff. Monitor performance, provides training and development.
- Responsible for monitoring employment outcomes for Refugee Cash Assistance (RCA), Refugee Support Services (RSS), and Match Grant (MG) clients. Read and follow program manual and grant policies to ensure that programs remain in compliance. Provide feedback, address conflicts or struggles, and solves problems to ensure programs are successful.
- Provides regular educational presentations related to employment. Coordinates employment related classes with internal and external providers. Networks with the community educational providers to find relevant resources for clients such as ESL, vocational trainings, literacy, etc.
- Works in collaboration with the RCA team and clients to discuss sanctions and non-compliance. Market refugees to employers in the community to facilitate an opportunity to interview for jobs and the potential to be hired, researching, and pursuing quality jobs with a fair wage. Perform outreach in community about the employment program. Recruit employment volunteers and interpreters to assist clients, when necessary.
- Supervises employment Job Developers, Employment Specialists, and Clerks. Work with Job Developers to enhance coordination of services and referral of clients to pending job referrals. Maintain open and effective communication with management. Maintains close communication with Program Manager to ensure provision of quality services. Provides guidance to program staff about service provision and ensures outcomes are met. Monitors status of clients after placement at 30, 60, and 90 days. Tracks clients job placement in both RCA and RSS programs in Refugee Management Solutions (RMS) and Client Track databases.
- Audit all files in the programs to ensure compliance maintaining client files and assuring completeness and accurate file documentation in compliance with funding requirements. Verify client data in database to assess client eligibility for services and/or to request transfer of services. Assisting in the completion of quarterly reports by providing data and needed information. Review and enters data into RMS to change and update client's records to ensure data integrity and submit for report. Monitor compliance with Catholic Charities training requirements monthly write narrative and compose quantitative reports by required deadlines to provide updates on the status of the programs.
- Providing transportation assistance and translation services for clients as needed while securing a job. Participate in the employment consortium on a regular basis. Facilitate job fairs, employer luncheons, at Catholic Charities or within community.
- Performing other duties as assigned by the Supervisor, attending meetings with other service providers, participating in staff retreats, United Way tours, agency fairs and speaking engagements, assisting with special organizational projects/events. Responsible for employee performance development and management duties.
Qualifications
Minimum Qualifications
- High School Diploma or G.E.D
- Two (2) years of experience in social service or related setting
- One (1) year of experience in a supervisory or management role
- Valid Texas Driver’s License
