Organizational Setting and Reporting Relationship

The position is assigned to Procurement Division (PFP) in Indian Resident Mission (INRM) within the Procurement, Portfolio and Financial Management Department (PPFD). PPFD's responsibilities include project-related financial management, consultant recruitment, Executing Agency procurement reviews, project implementation, portfolio management and project performance management. In addition, our teams are involved in several programs and have introduced changes to procedures to improve ADB's performance concerning consultant recruitment, procurement reviews, project implementation, portfolio management and project performance management.

You will report to Director, PFP and have matrix reporting to an International Staff assigned to INRM and may oversee Junior staff.

Your Role

As a Principal Procurement Officer, you will work with other members of the PPFD Procurement Team in INRM and in ADB headquarter (Manila) and engage with others procurement colleagues, Sector Group staff, executing and implementing agencies (EA/IAs), engaged consultants and other partners on all procurement-related aspects of the INRM portfolio, to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan, grant, and technical assistance (TA) projects.

You Will

  • Be the procurement expert in a PPFD Procurement INRM Team.
  • Lead on Strategic procurement arrangements for assigned projects and contribute to define and update Key Performance Indicators (KPIs)to ensure high-quality level of services to external and internal clients.
  • Undertake the transactional review of multiple procurement documents, including bidding documents, bid evaluation reports, and recommendations for contract award for goods, works, nonconsulting and consulting services.
  • Lead on strategic procurement programs following Indian Country Partnership Strategy (CPS) as the use of Alternative Procurement Arrangements and procurement country systems, enhancing sustainable procurement approaches including green, social and Operations and Maintenance aspects, developing Early Market Engagement and Business Opportunity events in the country.
  • Provide advice on compliance with ADB Procurement Policy: Goods, Works, Nonconsulting and Consulting Services (2017, as amended from time to time), and Procurement Regulations for ADB Borrowers (2017, as amended from time to time).
  • Prepare and coordinate procurement aspects of the project preparation documents, review and comment on the bidding document and evaluation reports and consolidate comments, requests for clarifications and/or revisions and draft the relevant sections of the electronic procurement approval form (ePAF), for approval by the relevant delegated authority.
  • Support and guide the EA/IAs in preparing multiple procurement documents to ensure full compliance with ADB's procurement guidelines and financing agreements. Support the recruitment of diversified and high-quality procurement consultants whenever needed.
  • Support and guide INRM and Sector Group in processing and administering TA, prepare all stages of the recruitment process in close coordination with INRM and the Sector Group. Prepare the recruitment of individual consultants, resource persons and consulting entities.
  • Provide procurement advice on arrangements for non-consulting services.
  • Contribute to loan/grant/TA processing missions in preparing the strategic procurement planning report and procurement plan, reviewing contract packaging, and discussing with EA/IAs to support project processing, implementation, and other consultation missions.
  • If assigned, exercise delegated procurement authority.
  • In discussion with International Staff assigned to INRM, escalate complex matters where must be addressed at a higher organizational level.
  • Where assigned, support other non-project-related procurement programs led by PPFD, including organization and participation in external events and seminars, internal policy development activities, creation of knowledge products, participation at procurement events.
  • Develop training materials and case studies and conduct procurement training to INRM, EA/IAs, engaged consultants etc.
  • Contribute to the achievement of corporate targets, including by supporting PPFD and INRM in meeting its obligations to management around procurement metrics.
  • Where assigned, provide supervisory and support to junior members of the team.
  • Perform any other assignments and reflected in your workplan.
 

Qualifications

 

You Will Need:

  • Master's degree or equivalent, in procurement, engineering, law, business administration or related discipline. Bachelor's Degree or equivalent and at least 5 years specialized experience relevant to the position can be considered.
  • At least 10 years relevant experience in public investment project preparation, processing and implementation with substantial experience in procurement and contract management related to infrastructure and consultant recruitment, including preparation of international standard conditions of contract as FIDIC or similar; and at least 6 years of supervisory experience.
  • Experience with ADB or similar multilateral development bank's procurement policies, regulations, guidelines and procedures, and anticorruption policies.
  • Navigate competing demands with efficiency and workload within general schedule of work, instructions and standardized practices.
  • Able to dissect complex issues and summarize insights and able to identify issues and appropriate actions.
  • Able to maintain productive relationships and work collaboratively as a constructive team member.
  • Proficiency in expressing ideas in both spoken and written formats (including report-writing) in English.

Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of India.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
