The Office of Injured Employee Counsel (OIEC) is the state agency that helps injured employees with their Texas workers’ compensation claims. The agency assists, educates, and advocates on their behalf. OIEC provides services in 20 offices across the state. Agency services include advocacy, customer service, and dispute assistance through OIEC’s Ombudsman Program.
IT Business Analyst (IT Business Analyst II) - Austin
As the Information Technology Business Analyst, you will be part of a team that plans, develops, and implements a new case management system that serves the existing needs of OIEC and offers improved automation of OIEC processes. This will include project management, review and updating policies and procedures related to the project. Performs complex (journey-level) business analysis work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. May work more independently than those at the previous levels and may routinely assist other staff in performing work of greater complexity.
This Position:
- Performs complex business and user needs analysis; documents the analysis and translates business and user needs into functional system requirements
- Executes business process mapping, providing support for the systems development life cycle including documenting system requirements and scope
- Identifies IT project development potential risks and difficulties and designs strategies to mitigate or avoid them
- Performs related work as assigned
Qualifications
This Position Requires:
- Graduation from an accredited four-year college or university
- One year’s experience with business analysis work with a state agency, in Power Applications, Power Automate, or Power BIExperience may be substituted for education on a year-by-year basis.
Candidate must reside in Texas or be able to relocate to Texas by the start date.
Additionally, preferences for this job are:
- Experience developing case management systems or related systems for the state of Texas
- Experience with visualization software such as Tableau
This position requires demonstrated knowledge of:
- Software development life cycle and systems development life cycle concepts
- Business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, coordination of people and resources
- project management principles and practices
This position requires demonstrated skill in:
Business Analysis Methodologies
- Analyzing and evaluating complex information technology applications, policies, and issues
- Developing creative and workable solutions to complex problems and issue
This position requires the demonstrated ability to:
- Analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications
- Communicate in writing and effectively, including technical instructions to system users
- Translate user/business needs into a technical style
- Analyze, evaluate, and integrate business rules into system requirements; and
- Exercise sound judgment in making critical decisions
- Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds
- Maintain the confidentiality of sensitive information
