Facility & Testbed Engineering (F&TE) provides technical support to the nuclear and high hazard facilities using qualified cognizant system engineers to reliability and operability of their assigned systems that support the Stockpile Experimentation and Operations (SEO) directorate mission.
MSTS is seeking a Facility Engineering Manager for the Principal Underground Laboratory of Subcritical Experiments (PULSE). The subject manager will report to the F&TE Director and assist the PULSE Facility Manager. The PULSE Facility Engineering Manager will provide management and leadership to the Facility Engineering teams supporting PULSE Facility operations and infrastructure projects.
Key Responsibilities
- Lead the PULSE Facility engineering team in support of Facility Operations. This includes directing two Deputy Managers and their assigned reports.
- Manage engineering functions that directly support overall operation of the PULSE Facility on a day-to-day basis.
- Ensure the PULSE facility is operated in a fully compliant manner per the U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office (NNSA/NFO)-approved Documented Safety Analysis and Technical Safety Requirements.
- Provide leadership and management of MSTS programmatic and physical efforts for operating and maintaining the PULSE facility as a functional, cost-effective nuclear facility.
- Provide engineering support to ensure a safe location for National Weapons Laboratories’ program experiments. These efforts include routine operation of the equipment and systems associated with the facility; inspections and surveillance; preventive and corrective maintenance of the facility’s systems, components, structures, and equipment.
- Establishes strategic goals for the facility operations, evaluating trends and outcomes.
- Accomplish financial objectives by prioritizing facility modifications and enhancements. Overseeing implementation and deconflicting with construction projects and experiments.
- Prepares an annual facility engineering budget, analyzing variances, and initiating corrective actions.
- Maintain a skilled and trained staff that are well versed in the processes and procedures required to safely conduct work and experiments involving special nuclear material.
- Provide continuous transparent and open interface with MSTS Senior Management and DOE National Nuclear Security Administration Nevada Field Office personnel. Ensuring all are apprised of activities, operations, and issues within the PULSE facility.
- Provide oversight and direction to subordinate managers and personnel to maintain; quality assurance, project documentation, training, work processes, performance documents, document compliance, records, and work planning for PULSE Facility operation and maintenance.
- Provide leadership with the implementation of Conduct of Operations and Integrated Safety Management.
- Lead safety and security implementation by continuously setting the example and enforcing compliance with all applicable requirements; emphasize the safety of each employee and the protection of equipment and property. Take immediate action to correct reported or observed unacceptable safety and health conditions and behaviors.
- Ensure appropriate procedures, training, equipment, warnings, and tools are provided to allow employees to work safely. Support and encourage employee participation in MSTS safety and security initiatives.
- Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
- Bachelor’s degree in a calculus-based (STEM) field is highly preferred.
- At least 4 years of experience in nuclear operations, maintenance or design at a nuclear facility where radioactive materials are routinely handled, stored, processed, or utilized.
- Working knowledge of Department of Energy (DOE) Orders DOE O 422.1, “Conduct of Operations,” 10 CFR 830 Sub Parts A and B, DOE O 425.1D, “Verification of Readiness to Startup or Restart Nuclear Facilities,” DOE O 420.1C, “Facility Safety,” and DOE Standard DOE-STD-1073, Configuration Management” is preferred.
- Experience working with requirements-based systems.
- Experience in managing personnel, performing workload distribution, and execution of the work.
- Skilled in working and communicating effectively with managers of other functional organizations (e.g., Engineering, Construction, Project Management, and the National Weapons Laboratories).
- Proficient oral and written communication skills. Ability to understand complex data, terminology, procedures, laws, and regulations.
- Ability to create and maintain highest levels of confidentiality when dealing with proprietary information and sensitive situations.
- Work schedule is (4) 10-hour shifts, Monday through Thursday (subject to change).
- Work location is in the forward area of the NNSS, approximately 80 miles outside of Las Vegas, NV.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $151,881.60 - $243,006.40.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
