MSTS is seeking a self-driven, and highly motivated Project Manager II to join our Construction Team Directorate supporting our ongoing Infrastructure Project Work at the PULSE facility.

Key Responsibilities

  • Reporting to the Construction PULSE Project Construction Manager the primary role of the Construction Project Manager II is to support construction work across the NNSS. 
  • Provide support on one or more small projects (<$5M TPC).
  • Assist in defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
  • Collaborate with Cross Functional Teams: Interface with Construction Management, Engineering, Project Managers, Superintendents, Craft Personnel, and Environmental Safety and Health (ESH&Q), to ensure appropriate pre-construction deliverables such as materials, permits, safety, plans, design drawings etc. are provided and support field work start dates.
  • Develop daily construction reports to document progress and work activities across assigned projects.
  • Author weekly Construction plan of the week report and provide to pertinent stakeholders. 
  • Participate in weekly facility schedule integration meetings, providing accurate status updates, identifying potential conflicts, and aligning construction activities with facility priorities.
  • Lead quarterly audits to ensure positive control of construction Activity Level Work Documents.
  • Support field construction execution, coordinate with subcontractors, craft personnel and support functions to meet schedule and quality expectations.
  • Represent construction management at planning walkdowns and tabletop reviews for simple low rigor scopes of work. Aid in scope definition, field validation and hazard identification. 
  • Lead biweekly craft safety meetings, reinforce site safety culture, communicate key safety topics, and 30/60/90 day look ahead.
  • Attend and contribute to functional organization meetings as identified.
  • Perform other duties as assigned by the supervisor.
  • Bachelor's degree in a related field (construction or project management is preferred) or equivalent training and experience and 2 years' related professional experience.
  • Previous project management experience and responsibilities should include:
  • Previous construction experience is desired.
  • Basic understanding of construction scheduling concepts, including critical path, float, and milestone tracking and ability to coordinate with project controls and schedule teams to support accurate project timelines.
  • Ability to interpret and communicate construction drawings, specifications, and work packages.
  • Basic working knowledge of Microsoft Software Suite (Word, Excel, Outlook, etc.).
  • Ability to follow oral and written instruction and follow through on all assignments. 
  • Ability to plan/organize work to completion in an efficient manner, meeting required deadlines. 
  • Knowledge of basic math, grammar, spelling, and punctuation. 
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must have a valid driver's license.
  • Managing small projects (<$5M TPC) and project teams (<10 people) through representative project lifecycle phases;
  • Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;
  • Maintaining satisfaction of stakeholders with differing needs and expectations;
  • Managing communications between project stakeholders and team members;
  • Identifying and complying with project requirements in development pf products and deliverables;
  • Managing the project team in successfully achieving project scope, schedule, and cost objectives
  • Position may require regular travel to other areas located further into the NNSS, and/or North Las Vegas.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $75,192.00 - $112,798.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
