Description
The Massachusetts Military Division is looking to fill a Maintenance Equipment Operator II position at Barnes Air National Guard Base in Westfield, Massachusetts. The Maintenance Equipment Operator II maintains and repairs pavements and other surface areas as well as drainage structures. They will perform landscaping and grounds maintenance, operate construction and snow removal equipment, and conducts pest management operations. The Maintenance Equipment Operator works under the supervision of the Highway Maintenance Foreman IV.
Duties And Responsibilities
- Constructs and Repairs Pavements - Constructs and repairs airfield pavements, roads, curbs, surface mats, membranes, and other areas using paving and surfacing procedures. Repairs damage or defective areas by removing and replacing joints and crack sealing, surface overlays, and seal coats. Selects, uses, and applies vegetation fertilizers, mulches and topsoil.
- Operates Construction Equipment - Operates various types of construction equipment under conditions requiring knowledge, skills and techniques necessary to finish grade, level, slope, compact, and perform other construction equipment operations. Operates graders, bulldozers, front-end loaders, backhoes, rollers, dump trucks, sweepers, snow and ice removal equipment and other miscellaneous equipment to maintain runways, structures, utilities, and drainage facilities. Lifts, moves, and positions equipment and materials. The vehicles are used within or between Government installations, commercial, and industrial facilities, or over public roads. They may be used to haul cargo or passengers.
- Performs Snow and Ice Removal Operations - Performs snow and ice removal operations in clearing runways, taxiways, aprons, access roads, parking areas, warehouse storage areas and other areas designated by the Base Civil Engineer. Applies chemicals and other ice control products.
- Performs Landscaping and Grounds Maintenance – Selects, uses, and applies vegetation, fertilizers, mulches, seeding, and sodding vegetative cover. Operates tractor drawn mower for control of airfield grounds. Operates a variety of different landscaping equipment and tools.
- Operates Construction Equipment - Determines type and application of equipment to use in various constructions maintenance, and repair operation.
- Performs Operator Maintenance - Performs operator maintenance inspections to determine condition and operational reliability of equipment. Inspects, lubricates, and performs operator maintenance on construction and snow removal equipment and select civil engineering vehicles (State operated). Adjusts and changes attachments on equipment. Schedules and coordinates equipment repair and servicing with the vehicle maintenance activity and other servicing facilities.
- Performs Operator Maintenance - Performs operator maintenance inspections to determine condition and operational reliability of equipment. Inspects, lubricates, and performs operator maintenance on construction and snow removal equipment and select civil engineering vehicles (State operated). Adjusts and changes attachments on equipment. Schedules and coordinates equipment repair and servicing with the vehicle maintenance activity and other servicing facilities.
- Performs Surveys - Investigates proposed work sites to determine resource requirements. Prepares cost estimates for work requests. Coordinates plans with other civil engineering and base activities.
- Performs Recurring Maintenance - Performs recurring maintenance and seasonal overhaul on base lawn sprinkler systems and components. Drain and blowout all water lines with compressed air for cold weather months. Check system for operation and external leaks under pressure. Repairs, replaces, and adjusts system components.
- Conducts Pest Management Operations - Conducts pest management surveys to determine type and extent of actions required to control and prevent infestations by pestiferous arthropods, vertebrae pests, venomous reptiles, mollusks, fungi, and vegetation. Selects chemical treatments to provide maximum residual benefits consistent with environmental protection considerations. Operates pesticide dispersal equipment to obtain correct discharge rate, droplet sizes, and discharge patterns. Monitors operations to ensure efficiency and compliance with technical orders, manufacturers, handbooks, local procedures, codes and directives. Advises on problems associated with pest management.

Qualifications
Desired and Essential Skills and Qualifications
- Knowledge of characteristics, capabilities, operation, and maintenance of construction, snow removal, paving and other surfacing equipment and materials, soil types, characteristics, and limitations and compaction methods used for each, techniques, methods, and procedures used for soil stabilization drainage; and erosion control, Portland cement, lime, lit minus and other materials.
- Knowledge of methods and uses of seeding and sodding vegetative cover, use and application of mulches and fertilizers.
- Knowledge of the laws, rules and regulations governing the operation of motor vehicles and heavy power -operated equipment used in excavating, grading, and related construction activities.
- Knowledge of the principles and practices of facility grounds maintenance.
- Knowledge of preventative maintenance procedures relevant to heavy equipment and vehicles.
- Knowledge of the types and uses of snow removal equipment.
- Knowledge of the types and uses of hand power tools.
- Skill in the operation of a variety of heavy construction equipment and land maintenance equipment
- Ability to read and interpret documents such as plans, specifications, blueprints, and drawings.
- Ability to gather and organize information according to established procedures.
- Ability to communicate effectively, both verbally and in writing.
- Ability to interact effectively with diverse groups of people.
- Ability to adapt to varying work situations and meet emergency or changing program or production requirements.
- Ability to work independently.
- Ability to lift and carry heavy objects.
- Ability to work outdoors in all types of weather
- Massachusetts Pesticide Applicator License is a big plus: Knowledge of biollogical principles relating to plant and animal classification, life cycles, habitat, identification, and disease transmission, principles employed in surveying for, identifying, and controlling populations of plant and animal pests, pesticides classification, characteristics, and hazards including application and disposal procedures, environmentaal regulations for pesticide, and hazardous materials; and safety precautions.
License And Other Requirements:
Massachusetts Class B Commercial Driver's License with air brake endorsement.
Must be able to operate standard transmission vehicles

- I. Possession of a current and valid Massachusetts Commercial Motor Vehicle Driver's License (CDL).
- II. Based on assignment, possession of a current and valid Massachusetts Class C Equipment Operator's License issued by the Department of Public Safety.
