Position Description
Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.
Essential Duties:
Transportation Engineer Ii:
- Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
- Develops design and project development reports, surveys, and correspondence.
- Performs complex engineering design work such as development of layouts, sketches, plans, speficifications, estimates and contracts.
- Performs complex planning work such as plan review, calculations and assisting in transportation planning studies.
- Verifies project eligibility and assists with ranking projects and funding.
- Assists project managers related to resourse assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives.
- Coordinates and/or monitors assigned projects/programs/plans.
- Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.
- Designs complex bridge projects and performs specialized design.
- Develops and/or reviews engineering related documents, correspondence, reports, and remediation plans.
- Makes presentations and represents TxDOT.
- May serve as a lead worker and the related tasks.
- Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions.
- Writes/reviews proposals and estimates for letting.
- Coordinates with other to develop, monitor and update integrated project plans and schedules to ensure projects are executed in the most effecient manor possible.
- Performs other job responsibilities as assigned.
Transportation Engineer Iii:
The Above And:
- Develops plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, procurement, while utilizing available resources and maintaining the agency's project objectives.
- Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.
- Assists with design, computer operations and plan preparation.
- Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
- Performs final review, prepares, evaluates and negotiates contracts with consultants for routine, fracture critical andunderwater bridge inspections
- Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices,signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic managementsystems.
- Reviews designs and detailed drawings of bridges and related structures prepared by other engineers and technicians
- Reviews, processes and certifies project design plans developed by consulting engineers.
Transportation Engineer Iv:
The Above And:
- Assists Project Managers to establish realistic and achievable schedule baselines for highly complex projects.
- Coordinates and/or monitors consultant contracts related projects.
- Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
- Performs highly advanced and complex planning work such as plan review, calculations and transportation planning studies.
- Performs, reviews and monitors detailed investigations, data collection, analyses and coordination of bridge related research and recommends cost effective project level design for new, rehabilitated and reconstructed bridges.
- Responsible for all design and plan preparation for the district's Central Design Section
- Serves as a project manager overseeing consultants performing advanced and complex engineering work.
- Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for highly complex transportation projects.
- May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members' career conversations; and approving leave requests to ensure operations coverage.
Minimum Qualifications:
Education:
Transportation Engineer II-IV: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:
Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Transportation Engineer III: 6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Transportation Engineer IV: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Licenses And Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
- Licensed Prof Engineer*
- If performing underwater bridge inspections: Must have Open Water Diver certification.
- For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
