Position Description

 

Performs departmental transportation planning-related activities by drafting or performing computer entry work in support of plans, specifications, and estimates; or assisting in division level review of plans, specifications, and estimates (PS&E), and supporting documents for accuracy and completeness; and ensuring compliance with state and federal design guidelines. Reports to the FPP Section Director. Employees at this level follow standard practices that do not require frequent supervision of details.

Essential Duties:

  • Serves as liaison between district and divisions after submission of plans and related documents to divisions and answers questions and/or helps resolve design problems.
  • Assists the district engineering team in the review of PS&E submissions to ensure compliance with applicable federal and state laws, policies, procedures, standards, and guidelines.
  • Answers inquiries on final PS&E policies and procedures.
  • Coordinates corrections and/or revisions to plans and related documents.
  • Coordinates PS&E review with other divisions and/or governmental agencies.
  • Processes PS&E revisions submitted by districts and divisions.
  • Uses computer applications to enter, revise, store, and maintain PS&E support documents and files. 
 

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

  • 4 years engineering, transportation engineering, or related engineering experience
  •  Experience can be satisfied by full-time or prorated part-time equivalent. 
  • Related graduate level education may be substituted for experience on a year per year basisSubstitutions for Minimum Qualifications

Licenses And Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Safety Impact Certificate

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Applicable plans, specifications, and estimates preparation, review, processing, and compliance requirements
  • Giving attention to detail and reviewing information to identify any errors and problems; ensuring consistency and clarity of information 
  • Applicable engineering workstations and applications to support efficient planning and design activities
  • Applicable industry safety standards, guidelines, and specification codes
  • Contract development and management policies and procedures
  • Competitive bid processes, rules, and regulations
  • Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to the functional area
  • Analyzing and organizing business and technical data
  • Preparing and maintaining confidential and sensitive records, files, and reports
  • Prioritizing projects/workload and meeting deadlines
  • Applying engineering principles, practices, and methods in job responsibilities
  • Application of engineering fundamentals
  • Reading and interpreting applicable plans and schematics
  • Using computers and applicable programs, applications, and systems

Physical Requirements And Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
