Are you a delivery-focused professional who thrives in a fast-paced environment and enjoys driving progress on high-impact national programmes? Digital Connectivity is looking for a proactive PMO Delivery Lead to help shape the future of Scotland’s digital infrastructure.

Digital infrastructure is critical national infrastructure and is central to economic and societal resilience. You will play a key supporting role in the delivery of high-profile digital infrastructure programmes within the Digital Connectivity Division, including the Broadband Programme delivering Project Gigabit in Scotland (PGiS) and Reaching 100% (R100).

This role, within the Portfolio Management Office (PMO) team, involves working closely with programme, delivery and policy teams in the Division to maintain delivery momentum across our portfolio of digital infrastructure programmes. 
 

Responsibilities

  • Deliver high-quality PMO support across a complex programme environment.
  • Apply PPM expertise to challenge and support delivery on planning, risks, issues, and change control.
  • Lead and maintain key project artefacts, including plans, RAID logs, and governance submissions.
  • Confidently use project planning tools to baseline and manage milestones.
  • Facilitate and lead meetings with delivery teams to drive progress and resolve blockers.
  • Guide teams through governance and change processes.
  • Build strong relationships with delivery leads, PMO colleagues, and stakeholders.
  • Support reporting, dashboards, and continuous improvement.
  • Line manage PMO staff as required.

Experience

  • Experience of providing quality PPM functions, services and artefacts to support delivery.
  • Excellent written and verbal communication skills to deliver quality work and build strong effective relationships with stakeholders in a fast-paced environment.
  • A self-starter with the ability to collate, organise, analyse and use information whilst working on your own initiative, adding value and quality at all stages.

Working Pattern

Security Checks

Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).
