About Texas Instruments (TI)
Texas Instruments (TI) is a global semiconductor company that designs, manufactures and sells analog and embedded processing chips, which are at the heart of nearly every type of electronic system today. Our products are essential across industries – from industrial and automotive to personal electronics, communications, and aerospace & defense. As governments and industries worldwide place greater emphasis on the role of semiconductors for national security and supply chain resiliency, TI’s technology has never been more important.
The Role
TI is seeking an experienced Legal Counsel for Commercial Government Engagements to join our Legal team. Based in either Washington, D.C. (preferred) or Dallas, Texas, this role will provide legal guidance on engagements with U.S. and international government agencies, primarily in the defense ecosystem. The successful candidate will collaborate with colleagues across the enterprise — including business operations, government relations, sales, engineering, legal and senior leadership — to ensure TI’s government-related activities are aligned to the company’s business strategy and conducted in compliance with applicable laws and contractual obligations.
Key Responsibilities
- Provide counsel on defense-related programs, including compliance with national security regulations and security clearance requirements.
- Draft, review, and negotiate contracts with U.S. and international government agencies, including FAR and FAR supplement-based engagements, OTAs, and CRADAs.
- Navigate various government information submissions and related administrative requirements.
- Advise on global government incentives programs and government engagement strategies.
- Partner with internal stakeholders to prepare proposals and RFP responses for government projects.
- Partner closely with business and senior leaders to anticipate legal and regulatory issues affecting TI’s global government business.
- Translate complex laws and regulations into practical, actionable guidance for business teams.
- Take initiative in a fast-paced environment to provide timely, solution-oriented legal support.
Minimum Qualifications
- Bachelor's Degree
- J.D. degree and admission to at least one U.S. state bar.
- 8+ years of relevant legal experience supporting procurement or other government contracts for or with government agencies or military branches.
- Existing U.S. Government security clearance (SECRET or higher)
Preferred Qualifications
- Deep understanding of government procurement regulations and related compliance frameworks.
- Proven ability to exercise sound legal judgment, communicate effectively across levels of the organization, and collaborate with multidisciplinary teams.
- Experience advising on aerospace, defense, or national security programs.
- Experience with government contracts audit processes (e.g., DCAA, DCMA).
- Experience with data rights and cost accounting issues.
- Demonstrated initiative, adaptability, and ability to thrive in a dynamic, fast-moving environment.
- Engineer your future. We empower our employees to truly own their career and development. Come collaborate with some of the smartest people in the world to shape the future of electronics.
