Job Duties

The Building and Fire Regulation Division within the Virginia Department of Housing and Community Development is searching for an experienced leader with deep knowledge and expertise in training and certification program management, adult learning, and curriculum development and delivery, to be the Virginia Building Code Academy (VBCA) Director.

As the Virginia Building Code Academy Director, you will provide strategic leadership and oversee the Virginia Building Code Academy (VBCA). The VBCA delivers administrative and technical code training for mandated certification requirements. Over 3,500 statewide professionals hold certifications in code enforcement disciplines, such as code official, inspection, and plan review. VBCA trains and certifies all Virginia code enforcement personnel. Statewide training, certification, and professional development from VBCA are key to implementing codes in Virginia.

The ideal candidate will be a proven leader who is highly self-motivated, organized, team oriented, customer focused, and exhibits a high level of integrity. They will have strong communication and interpersonal skills, including the ability to establish and maintain internal and external relationships, solve problems and resolve conflicts with minimal supervision.

As the Director of the Virginia Building and Code Academy, you will:

  • Lead the planning, development, and implementation of statewide certification and training programs for code officials.
  • Oversee organizational development initiatives that promote the continuous professional growth of code enforcement personnel.
  • Manage and algin budget and program resources with strategic objectives, ensuring compliance with all relevant laws, regulations and agency policies.
  • Lead a high performing team and foster collaboration with state and local partners to ensure consistent and standardizes code enforcement practices.

Must be able to travel frequently, some overnight on multiple consecutive days, with some out-of-state travel. A valid driver’s license is required at the time of employment and to operate a state vehicle or personal vehicle while conducting business on behalf of the agency.

Minimum Qualifications

•Applied knowledge of budgeting and financial management policies and procedures related to revenue-generating programs, including procurement practices, state laws, regulations, and requirements regarding fiscal responsibilities.
•Demonstrated skillset in researching, analyzing, and organizing data to make sound recommendations and decisions.
•Skilled in effectively interpreting complex federal and state laws, regulations, procedures, and policies and applying such laws and regulations to a variety of situations.
•Highly skilled in customer service, with strong interpersonal skills and excellent oral and written communications, to build effective working relationships with stakeholders.
•Must be able to travel frequently, some overnight on multiple consecutive days, with some out-of-state travel.
•Experience in developing, implementing, managing, and administering professional technical training and certification programs.
•Experience leading a team, managing staff performance, and providing feedback to staff to support their professional development.
•Experience in operating computer hardware and applications, particularly the Microsoft Office suite, to communicate, develop documents and presentations, manage data, and generate reports.

Additional Considerations

  • •Knowledge of state building and fire-related statutes and regulations, including the Virginia Uniform Statewide Building Code (VUSBC) and the Virginia Statewide Fire Prevention Code (SFPC).
  • Experience in the development, administration, and enforcement of building and fire-related regulations, codes, and standards.
  • Experience with Virginia procurement policies and programs.
