Overview
The Navy Qualified Validator (NQV) III will serve as a senior cybersecurity assessor and validator, ensuring that Navy information systems comply with Department of Defense (DoD), Department of the Navy, and NAVSEA Risk Management Framework (RMF) requirements. This role is responsible for validating accreditation documentation, conducting risk and vulnerability assessments, and ensuring the confidentiality, integrity, and availability of Navy systems.
Responsibilities
- Perform independent validation of Navy systems, networks, and information assurance controls in accordance with DoD and Navy accreditation standards.
- Review and validate Risk Management Framework (RMF) lifecycle documentation for completeness and compliance.
- Conduct risk and vulnerability assessments to identify security gaps and provide recommendations for remediation.
- Ensure accreditation procedures are properly followed and document all findings, including areas of non-compliance.
- Provide technical expertise to program managers, ISSMs, ISSOs, and Navy leadership regarding security posture and accreditation status.
- Support continuous monitoring efforts by reviewing system changes, updates, and security impacts.
- Deliver detailed assessment reports and recommendations to Navy stakeholders.
- Maintain professional knowledge of evolving Navy cybersecurity standards, RMF updates, and Department of Defense Information Assurance policies.

- Bachelor’s degree in Computer Science, Information Technology, Communications Systems Management, or other STEM discipline from an accredited institution.
- Minimum 10 years of practical experience in cybersecurity or Assessment & Authorization (A&A).
- Hands-on experience implementing and/or reviewing RMF documentation, accreditation procedures, and compliance validation.
- Proven track record conducting vulnerability reviews, risk assessments, and documenting accreditation findings.
- Must possess a current Navy Qualified Validator Certification from the Navy Certification Authority (CA) at the time of assignment.
- Strong knowledge of RMF, DoD IA standards, and Navy cybersecurity policies.
- Ability to perform independent assessments and provide authoritative recommendations.
- Excellent written and verbal communication skills for developing validation reports and briefing Navy leadership.
